Support for JCCRER Activities in response to your telephone request earlier today for additional information on RES funding of JCCRER activities from the FY 97 budget, f have summarized our rationale below.

If up to $500K per year is used to support a 3 year contract, some medium or low priority i rulemaking and standards development activities in the areas of reactor and materials radiation protection and health effects will be delayed. However, funding for high prioity work will not be affected.

Support of the JCCRER effort (in particular, follow-up study of exUSSR workers at Mayak) will assist NRC staff to validate or modify models used in consequence analysis of severe accidents. Most of the available human data on deterministic effects is limited to prompt external radiation. There is no published human data on deterministic effects of combined external and internal irradiation - a situation that might exist in potential severe accidents at nuclear installations. The study under consideration would provide a unique opportunity to validate or modify existing morbidity and mortality models such as those presented in NUREG/CR - 4214 (Rev.1. Part 11,1989), " Health Effects Models for Nuclear Power Plant l

Accident Consequence Analysis." '

It is important to note that this additional research will not be undertaken if the feasibilty study does not yield promising results. >

I As a parting thought, the minor impact on the RES program could be eliminated if Agency carryover funds rather than FY97 budgeted funds, were used for this purpose.
