Dear Mr. Fuerth:

During our meeting a few weeks ago before my trip to China, we discussed the need to obtain prompt Senate ratification of the pending Convention'on Nuclear Safety. The Convention will enter into force on October 24, with a critical meeting of the parties within six months of that date to define implementation I believe the Convention, which the United States signed in procedures.
