Dear Mr. Fuerth:

During our meeting a few weeks ago before my trip to China, we discussed the need to obtain prompt Senate ratification of the pending Convention'on Nuclear ,

Safety. The Convention will enter into force on October 24, with a critical meeting of the parties within six months of that date to define implementation procedures. I believe the Convention, which the United States signed in September 1994, can'make an important contribution to enhancing nuclear safety '

worldwide. .

The United States needs to ratify the Convention .this year or early next year 1 to play a role in how this important legal instrument will be shaped. We also need to carry through on the President's commitment at the Moscow Safety Summit earlier this year to seek early ratification.
