NRC FY 1997 BUDGET (JCCRER FUNDING)
Your September 17, 1996 memorandum asked several questions about the availability of $500,000 to support the U.S.-Russian Joint Coordinating Committee for Radiation Effects Research (JCCRER).
The NRC is currently providing $100,000 to support a feasibility study of the proposed research on worker populations health effects.
These funds were part of the FY 1995 RES budget.
The feasibility study is being conducted jointly under an interagency agreement with DOE and is expected to be completed in January 1997.
If the feasibility study yields promising results, it is anticipated that the NRC would provide $300,000 to $500,000 per year over the next 3-5 years to support t
the JCCRER efforts.
In FY 1997, these funds would be used to purchase equipment and fund contractor support and were originally to be provided from the RES budget (see attached note from Dr. Morrison).
Due to the uncertainties surrounding this project, a full de5tription of the equipment

needed and the work to be done will not be developed until after the results of the feasibility study have been received and a detailed statement of work developed.
After further consideration, to minimize the impact on RES activities in FY 1997, I believe the best source of funding for this effort in FY 1997 will be agency carryover funds. Firm commitments for future funding cannot be made given the uncertainty of funding levels, but Dr. Morrison has indicated to me j
that this project would have higher priority than some currently budgeted activities. Therefore, after completion of the feasibility study and better definiti~on of project needs, I support FY 1997 NRC funding through use of carryover.
