Dear Mr. Huang:

I want to thank you for all of the time that you took from your very busy schedule to meet with me during my visit to China.

Your hospitality was overwhelming and it was very gracious of you to accompany me duririg my site visit to the Qinshan nuclear power stattor,, and then to the airport when I i

left to return to the US.

I was very pleased with my visit. Our many discussions have given me a much better understanding of China's nuclear pcwer program, your regulatory responsibilities and the many challenges that you will face in the coming years.

As I mentioned to you, it is very clear to me that our close cooperation has a strong foundation that is maturing _into a useful bilateral r

partnership., Now that China is operating three LWRs, I look forward to a true sharing of the operational experience of the reactors in our two countries.

During my visit,'you requested an update to the LER tape, and a source-version of the RASCAL code.

The staff is.now working en the n requests.

I know that my visit was scheduled on short notice and demanded hard work from your staff.

I would like to express my particular appreciation to Messrs. Qiao, Wang and Dong.

Their careful planning of all of the arrangements and attention to detail ensured the success of my visit.

Thank you again for the wonderful dinner that you hosted at the Tingliguan Restaurant in the Summer Palace.

China has thousands of years of rich history and the dinner, our conversation and the setting of the restaurant are now 2 special memory for me.

I look. forward to our continued, strong cooperation and to the opportunity for us to con'.aue c::r safety discussions when we meet at the IAEA General Conference in Vienna later this month.
