MEETING WITH LEON FUERTH, NATIONAL SECURITY ADVISOR TO THE VICE PRESIDENT ,

On August 14, 1996, I met with Mr. Leon Fuerth at the Old Executive Office Building at his invitaticn prior to my visit to China. Also attending were Dan Poneman, Bill Wise, and Amanda Dory from the National Security Council, and Janice Dunn Lee from my staff. We discussed the following:

1. China I provided details of my upcoming trip including official meetings with the National Nuclear Safety Administration, the China National Nuclear Cooperation, and the Ministry of Public Health, and a site visit to the Qinshan Nuclear Power Plant. I noted that my discussions would cover, among other things, U.S.

regulatory philosophy, the need for safety assessments, and specific plant safety issues.

In anticipation of a future meeting between Vice President Gore and Prime Minister Li Perg, and possible movement on a Section 123 agreement for coopera". ion permitting nuclear trade with China, Mr. Fuerth advised of an upcoming interagency forum on U.S.-China sustainable deve3opment and invited NRC to attend.

The meeting is scheduled for August 15; IP staff will attend and provide feedback to the Ccmmission.

2. Asian Pacific Issues ..

I spoke of my recent meeting with Mr. Ifakagawa, the Japanese Minister for Science and Technology, his interest in the role of regulations and openness. Mr. Fue h's staff was aware of the recent referendum against nuclear power in the Aomori Prefecture in northern Japan. safety agreement, and that I will also visit Taiwan. I said NRC was interested in any new developments in the November Japanese Nuclear Safety Conference, and noted that the level of U.S:

government participation has not yet been determined. I thanked Mr. Fuerth for his recent visit with Korean Minister KunMo.Chung, I

3. South Africa 4 H I advised Mr. Fuerth of the results the Sustainable Energy Committee of the Gore-Mbeki Binational Commission meeting I attended on July 19, including NRC's request that, subject to available funding, the Committee expand the high level dialogue on nuclear safety by adding an-item on strengthening South  !

African nuclear regulation, and encouraging South African participation in international nuclear safety research. I also noted that I would be visiting South Africa at the end of September where I would be making site visits, and giving a speech on nuclear regulatory matters in Pretoria. Dan Poneman suggested that I consider visiting the Safari research reactor, which u p 40% enriched fuel but would like to use fuel enriched g to 90%.I ~

4. India I mentioned NRC's proposals for nuclear safety cooperation with India, and that I have been discussing them with Dr. Chidambaram, Chairman of the_ Atomic Energy Commission over the past year. I noted that his visit to Washington in early August was cancelled,  ;

but that I planned to continue the safety dialogue during the IAEA General Conference.

5. International Nucl' ear Regulators Forum I left a copy of my. proposal to. establish'ihternational cooperation among regulatory bodies and indicated that I would be raising the topic at the NEA Senior Regulators Meeting in September. In this connection, the NSC staff asked for an update on the NEA budget situation. I briefed between myself, Deputy Energy Secretary,4 hem on Charles the meeting Curtis, and Under

' Secretary of State for Economics, Busi ss, and Agricultural Affairs Joan Spero. I also noted that r. Terry Lash, Director of the Office of Nuclear Energy at DOE had called a meeting to discuss budgetary matters 'at the OEfD/NEA and that options for efficiencies were under considerati'on. '

6. Convention on Nuclear Safety Mr. Poneman raised the issue of d'ifficulties being encountered by the Administration in securinc;_. Senate ratification of the
