V0GTLE UNITS 1 AND 2 - MODIFICATION OF SER By memorandum of September 27, 1984, the Reactor Systems Branch Safety Evaluation was provided to you.
Since that time, some progress has taken place that should be reflected in the SER on one of the open items.
This item is listed as II.K.3.1/II.K.3.2 on the cover page.
This item is still to be considered open.
Thr-applicant should, prior-

to licensing, demonstrate that for the steam generator tube, rupture event, the plant emergency procedures and operator training take into consideration the PORV automatic isolation system.
The applicant should also confirm that a manual override in the control room exists for this system. We will require that this item be closed prior to the issuance of a license.
The last sentence of SER section 15.6.2 should be revised to read:
"The applicant must demonstrate that a control room manual override of the automatic PORV isolation system has been provided and has been taken into account in the plant and emergency procedures and in operator training in order to mitigate the consequences of a steam generator tube -
rupture."
