I spoke with Janet Gorn this am (7/8/96) re the issues of Federal agencies reviewing the paper and TOR and where DOS approval fits I in.

i The reviewing Federal agencies are OMB, DOE and DOS. l DOS approval of formation of a Forum is not necessary at this (discussion) stage. There will be a reporting cable on the Sr.

Regulators meeting. If the consensus is supportive of the formation of a Forum. then formal DOS approval will be necessary.

Janet was not certain if this would be done through a " Circular 175" or other process.

P I concur with the plan to have the Chairman discuss the need for an International Nuclear Regulators Forum at the Senior Regulators meeting in September subject to the following  ;

p. 2, paragraph D, 8th line would allow persons previously l associated with a regulatory body to become a member. This could open the door to vendors, operators, etc. becoming members so {

long as they once worked for a regulator, Since there is only one class of membership and no restrictions on officers this opens the door to non-regulators influencing the' forum. An alternative approach would be to create two categories of members, a plenary membership limited to regulators and an affiliate category that would permit vendors, operators, etc. to become associated with the forum.

p. 3, first paragraph after paragraph G: This assumes that the l comptroller will be able to accept fees, establish a bank account, disburse money, etc. Also, this would argue for limiting plenary membership to regulators.

IOR Article 10, sections A. (4) and B.(7). The TOR should also provide for distribution of the minutes to members.
