Dear Dr. O'Toole:

I regret that my schedule does not permit me to attend the October 1995 Joint Coordinating Committee for Radiation Effects Research (JCCRER) meeting in Moscow and to participate in the I associated side visits to Ozersk and Chelyabinsk. I have asked Dr. David L. Morrison, Director of our Office of Nuclear Regulatory Research, to represent the U.S. Nuclear Regulatory conmission at the next meeting and participate in the site visits. Please be assured of the conmission's continued support and interest in the work of JCCRER and the likelihood of Conmission-level participation in future meetings and activities.

I wish you a most successful meeting and look forward to thc results.

Sincerely, Shirley Ann Jackson I
