j It is the view of the Commission that the proposed Agreement includes all of the provisions required by law and, given the strong nonproliferation i

credentials of EURATOM and its member states as well as the advanced status of its commercial nuclear program, provides a sufficient framework for continued cooperation. The Commission therefore recommends that you make the requisite J

statutory determination, approve the Agreement, and authorize its execution.
