. I MEMORANDUM TO: Carlton Stoiber, Director l Office of International Programs FROM: Shirley Ann Jackson L

SUBJECT:

INTERNATIONAL TRAVEL  !

It would be helpful to me if you could provide a list of your I anticipated travel for the next six month period and in subsequent intervals thereafter. As you prepare this, I would appreciate your proposing some relatively explicit goals and objectives for the optimum balance of time in the office for l management of NRC's Office of International Programs vis-a-vis l our responsibilities in attending international meetings. These goals should address the impact and benefit to the NRC.

In this connection and given the growth and current volume in NRC's involvement in various international nuclear safety programs, I am looking forward to the thorough review of our international activities including travel and participation at meetings, as we continue the strategic assessment and l rebaselining initiative. The scrutiny on budgets by both OMB and the Congress, and industry concerns about the benefit of international activities within our fee base, will continue to challenge NRC. These challenges will require improved planning and innovative thinking in order to continue supporting the goals of our international programs.

I would appreciate a response by December 11, 1995.
