Dear President Lim:

i Thank you for your letter of September 1,1995. It was my pleasure to meet I you and to continue the warm and open dialogue which I know has characterized the relations between our agencies. I look forward to additional opportunities to further it.

Thank you also for your invitation to visit KINS next April. As you know, I have been invited to deliver a special keynote address to the participants in the annual joint conference of the Korea Atomic Industrial Forum and the Korea Nuclear Society April 11-12. I must be here April 10 for the opening session of the annual NRC Regulatory Information Conference, which will be held April 10-12, but I could leave for Seoul later that day, arrive Thursday evening, and address the KAIF Conference Friday morning, April 12. I am checking now to see whether the KAIF and the KNS can accommodate this schedule. If so, I would certainly hope to visit KINS as well, perhaps Saturday morning, April 13. The staff is developing a detailed itinerary for my consideration. We will be back in touch, both directly and through the U.S. Embassy, with some concrete proposals in the coming weeks.

I look forward to seeing you again and to visiting you in the new KINS headquarters building. You must be quite proud of the many advances KINS has made.

Thank you for your letter of July 29, 1995, and your kind comments on my 4 appointment as the new NRC Chairman.

Unfortunately, because of scheduling conflicts, I cannot be in Seoul on i Thursday morning.
