Dear Madam Secretary:

I had scheduled a January 8, 1996 meeting with DOE Deputy Secretary Curtis to continue the dialogue begun between our agencies in both domestic and international nuclear safety issues. Unfortunately, this meeting was cancelled due to the blizzard, although it vi?1 be rescheduled shortly.

With the imminence of the Gore-Chernomyrdin Commission's sixth meeting (GCC-VI), the issue of core conversion of the Russian production reactars is especially relevant to the NRC-DOE dialogue, since it concerns a topic which will constitute a major source of discussion.

I would like to provide to you, as Chair of the GCC Energy Committee, a general indication of my views on this sensitive issue.
