Dear Mr. Nigmatullin:
Thank you for the time you spent with me on September 26. It was most useful for me to understand your perspective on the implementation of the nuclear law, spent fuel storage and development of a fuel fabrication capability.
I find it helpful for the nuclear plant owner and regulator to exchange views to develop an accurate understanding of each other's goals and methods. This allows the regulator to j appreciate the economic considerations that affect plant l operation and allows the operator to understand the close relationship between safety and economics. One vehicle for this interaction could be the proposed International Nuclear Safety and Environmental Center, which can only succeed if all elements of the nuclear sector agree on its purposes.
I look forward to occasions for future meetings.
