SUBJECT:
Radkowsky Thorium Power Corporation I met yesterday with Seth Grae, General Counsel, and Royce N.
Flippin, Jr., of the Board of Directors, of the Radkowsky Thorium Power Corporation. These gentlemen discussed the progress of their company in developing the Radkowsky Thorium Reactor. They believe that they have a proliferation resistant technology that can be retrofitted into existing Russian style VVERs and western Pressurized Light Water Reactors (PWRs). Since one of the goals is to apply this technology to VVERs, there have been discussions with the Russians, facilitated through DOE, on a more detailed engineering phase. (Some of the details of these actions which are underway are described in the attached materials).
However, since the other goal is to apply this technology to western PWRs, Mr. Grae and Mr. Flippin stated that they would like to explore the possibility of NRC approval of their design.
I am requesting that you refer the attached materials to the appropriate staff, with the request that Mr. Grae be contacted to discuss the NRC process.
