PROPOSED AGREEMENT FOR COOPERATION BETWEEN l THE U.S. AND BRAZIL, SECY 96-097 In light of past concerns regarding the Brazilian nuclear program, I would appreciate responses to the questions below before I vote on the subject paper.

1. How have previous concerns related to Brazilian reprocessing and enrichment activities been resolved?
2. What are other U.S. government agencies' views on the proposed agreement?
3. Has the Arms Control and Disarmament Agency (ACDA) prepared a Nuclear Proliferation Assessment Statement reviewing the Brazilian program to date? If so, the staff should obtain a i copy for the Commission to review. If not, when will it be done, and can staff obtain a draft copy for the Commission? 1 1
4. Are there any Section 129 issues that have been or should be addressed?
5. What is the current status with respect to the joint technical cooperation between Brazil and Argentina in the tandem fuel cycle (i.e., coprocessing)?

I found our discussions as well as the technical presentations by your staff very informative. From the discussions and tour of WASTEF, it appears that both of our organizations are conducting complementary work.

Therefore, I invite you to send representatives from your waste disposal program to visit NRC's Center for Nuclear Waste Regulatory Analysis in San Antonio, Texas. This would be an excellent opportunity for our staffs to improve their understanding of each other's programs and identify areas for possible' collaborative efforts. Please let me know if this suggestion is acceptable to you, and I will see that the necessary arrangements are made.

It was indeed an l honor and a privilege to be among such distinguished company, both at the reception the evening of April 11 and at the Plenary Session the following morning. I do regret that other unexpected calls on my time limited my 1

ability to participate fully in previously scheduled KAIF/KNS activities, but I hope you understood that it was not from any lack of interest on my part in  ;

the Conference proceedings.

I commend you on what seemed to be a highly successful Conference, with a large international contingent and an even larger domestic one. I believe the level of participation reflects widespread recognition and acknowledgement that Korea has taken a front-row seat in the international nuclear power j community. You can be proud to have achieved such status in such a relatively )

short time.  ;

As you know, I used the occasion of the Conference to schedule a more extended visit to the ROK. I had only four-and-one-half days there, but they turned out to be extremely informative - and rewarding - ones.
