Thank you for your kind invitation to participate in the Third U.S. Korea Science and Technology Forum (Third Forum). Although my prior commitments for these dates will prevent me from attending all of the Forum events, I hope to be able to join you for some part of the schedule.

Unfortunately I will be unable to accept your invitation to serve as a member of the Honorary Advisory Council for the Third Forum

, because George Mason University is an NRC materials licensee.

Because of the need to maintain an arms length relationship, I do not believe it would be appropriate for me to serve on this Honorary Advisory Council.

Meeting and to make a presentation to the assembly on Wednesday, 4 April 17, 1996. As you suggested, I am planning to focus my remarks on the changing regulatory environment in the United j States and on international nuclear safety issues.

I have asked the NRC's Office of International Programs to coordinate the detailed arrangements for my participation in  ;

Dear Under Secretary Spero:

In light of our telephone conversation a few moments ago, I would like to put on record, immediately, my request that the Department of State review its decision to withdraw from the OECD's Nuclear Energy Agency.

As I stated in our conversation, the Nuclear Regulatory Commission places great value on the technical nuclear safety work being conducted at the NEA. We contribute significantly to this work, and obtain major benefits for the domestic United States' nuclear program through the exchange of information and joint conduct of research. In my view, the annual assessment for United States membership in the NEA (approximately $3.5 million) is well spent, enabling us to continue these relationships.

Further, it signals our continued emphasis on maintaining the highest levels of nuclear safety, both in our own program and worldwide.

In your letter to me dated January 12, 1996 (transmitted January 17), you raise the possibility of identifying funding for the NEA outside the regular State Department appropriation for international organizations. Although NRC would be willing to work with other agencies in seeking other sources of funding, I would like to reiterate that, under the Budget Enforcement Act, NRC is required to recover 100% of its appropriated funds through fees assessed to our domestic licensees. Therefore, I believe it unlikely that NRC could provide funding directly for the US assessed contribution to this OECD agency to support work which is not part of our statutory mission.

For the record, I would like to note that the real work of the NEA is performed in its technical committees and working groups.

NRC funds the participation of our experts in numerous technical meetings at the NEA each year. Thus I believe that ve are already contributing substantially to the work of the NEA.

to the original KAIF Annual Conference schedule because April 11 has been selected as the national election day. I would be pleased to make my presentation during the plenary session now to be held from 9:00 a.m. to 12:00 noon on Friday, April 12, rather than during the special session I had been scheduled to address earlier that morning.

i Let me also advise you that I now plan to arrive in Seoul on Thursday afternoon (about 3:45). If all goes well, I would hope to arrive at the hotel in time to attend at least a portion of the KAIF Welcoming Reception at 7:00 p.m. I look forward to meeting you there.

For your further information, Ms. Donna Chaney from the NRC's Office of International Programs will be working with the U.S. Embassy in Seoul as well as with the Korea Institute of I Nuclear Safety to arrange other appointments and site visits during my stay.
