REQUEST FOR TRANSCRIPTION SERVICES-The Office of Investigations and Region II has come into possession of 277 audio tapes of various conversations and meetings which were conducted at the Vogtle Electric Generating Plant during 1991. These tapes have the potential to be relevant to safety issues at the plant, to a 10 CFR 2.206 petition currently being reviewed by the stcff, and to ongoing investigations into

, possible wrongdoing at Vcgtle. In order to effectively and efficiently review the relevance of the above these tapes to the above described situations, it is requested that transcriptions of each tape be made and transferred to the Office of Investigation in Region II.

The enclosure to this memorandum specifies the prSrity that 01 and the Region have detemined to be appropriate for the transcriptions, The initial group of 63 tapes have the highest priority and should be completed no later than March 1, 1991. After that, tapes provided at the rate of 40 per month for the  ;

next five months would meet the projected review schedule. . l 4

It should be noted that all of the audio tapes are of the microcessette size; i therefore, special. equipment may be .necessary. Additionally, due to the sensitive position: of the person who made the recordings, it is necessary to treat each tape and its transcription as Safeguards material. Appropriate clearances, therefore, will be needed for the transcribers.

We understand the burden that such a task places upon yo'Jr resources; however, i the sensitivity and potential safety implications of these tapes necessitate this action.  ;

Your points of contact in this matter are Mr. Alan R. Herdt, Region II (FTS: 841-5583) and Mr. Darl Hood, NRR (492-0905). Mr. Hood will be able to provide you with copies of the tapes when you are prenared to connence the project. .
