Kc have received your letter, dated L'ecernher 11, 1978, to tbc tecretary of the f!uclear I!cculatory Conraission regarding application of f RC Staf f Policy on Open liectings to rceetings held on the Shorchan review. Since tbc policy in question is one applied by the !!RC staff as distinguished from the Cormiission itself, your letter has been directed to tre for a response.
As it is stated in the Federal Register of June 28, 1970, the Open Pecting Policy is a forn.al articulation of the general practice that has been followd by the staff in the past.
In accordance with this fractice, rectings that bero held to exchange technical inforreatien and views necessary for the technical review of applications have been noticed and sur:trarized by the hRC staff.
For those Shnrctam reetings that have been held to f acilitate this technical exct ance of inforntation bett.een the Long Island Lighting Cor.ipany (LILCO) and the ftRC staff, you have been sent the appropriate notices and sur..n: aries.
In addition t'o the technical ineetings, other treetings have been hcId bets;oen representatives of LILCO and f.11C rnanagerr.cnt that v:cre not noticed.
You and other parties to the Shorehan proceeding were inforr:ed of these ricctings t,y a letter froir, t,RC staff counsel dated January 3,1979.
Those inectings here held to discuss the status of the Sl.orcharn licensing review and sci.eduling of future actions. Since these accotings did not involve the exchange of technical infonration, surtt'ories will not he prepared. liowever, please be assured that in tbc future, you vill lie provided with notices and suninaries of all r.cotings falling within ti.c purview of the hP.C staf f's open raeeting policy.
