TRIP REPORT ON FIRE PROTECTION SITE VISIT TO i
LASALLE COUNTY STATION, UNITS NUMBER 1 AND 2 i
i On April'2 thru 4, 1979, members of the NRC staff and our fire protec-tion consultant met with representatives of Connonwealth Edison Company and their consultants at the LaSalle County Station site. A list of attendees is shown in Enclosure 2.
The purpose of the meeting was to evaluate the applicant's fire protection program in conjunction witn a walk down of the site installed fire protection facilities.
To expedite the site review, the fire protection review team was split into two groups, one of which was concerned with a review of the plant's control, power and remote shutdown capabilities. The section will be covered under a separate trip report by J. Knox, PSB.

ENCLOSURE 1 List of Areas of Concern LaSalle County Station Fire Protection Site Review April 2-4, 1979 1.
All Division 1, 2 cables and offsite power cables, are in close proximity (within 20 feet of each other) in the hallway outside the the diesel generator rooms.
2.
There are no curbs at the doors between the diesel generator rooms and the adjacent hallway to prevent oil from a diesel oil spill 4
from spreading. This also jeopardizes 1 above. We have a need to understand the wiring and controls for operation of the diesel oil pumo.
3.
Division 1 and 2 shutdown panels are located in the same Auxiliary Equipment rooms. Also in other areas-of the plant, Division 1 and 2 equipment are located in close proximity to each other.

There is a lack of ventilation fire dampers in certain areas of the plant such as the control room. There is no identification of the ratin5 of some of the penetration dampers.

Smoke from a possible transfonner fire or possible exhaust fumes from the diesels, or a fire in the diesel generator rooms could preclude operation of all diesel generators due to the location i
of the combustion air intakes and the design of the ventilation system.
2-6.
There is no monitoring of the fire protection system valves.
Presently installed wire seals are unacceptable.
7.
The fire barrier between the turbine building and the auxiliary build-ing should be a 3-hour barrier.
8.
The exhaust fans and ductwork for the battery rooms are located at the floor level ard should be relocated.
9.
The conduit was nc.t marked or identified by division and the drawings supplied di not show the needed information.
- 10. The applicant should provide complete area smoke detection in the reactor building, because of open stairwells, and redundant divi-sions in close proximity to each other.

- 11. The applicant should consider in his evaluation the collapse of the reactor building roof due to a fire in the building.
- 12. The applicant will need to show that there is complete electrical separation from the remote shutdown panels and the control room.
- 13. The applicant should install smoke detectcrs in and/or behind the panels in the contrcl room, due to the extensive amount of cable present and the large area involved. The detectors presently provided are not adequtte.

- 16. The applicant should verify the presence of sealants and/or fire stops inside electrical ducts.
- 17. The non-safety related cable spreading area, elevation 749, con-tains division 2 cable trays from both units. The applicant should provide assurance that both units een be safely shutdown assuming a fire in this area. Also if the available emergency power has enough capacity to safely shut down both units at the same time.
