,i W. G. Mcdonald AUG 151977 Findings:
h% personnel were presented an overview of the entire project schedule and progress by Georgia Power Company personnel. Georgia Power Company personnel' presented detailed discussions on status and progress of each phase of construction, systems turnover and preoperational testing activities. These discussions covered the status of electrical, mechanical, civil, procurement, engineering,
.I systems turnover and preoperational testing activities in detail.
Work completed and work remaining (with percentage completion of each item was presented. Backup data records, network logic diagrams.
computer charts and computer printout schedules) were used to 7
substantiate the current status and work mmaining.
~
Georgia Power Company personnel were questioned on the status of Union negotiations, potential labor problems, manpower on site,
=
?
material procurement, preoperational testing procedures and startup i
procedures to determine if any of these items would cause a delay L
in the fuel load date.
Ui VAs(qgMgined that no apparent problems exist.
[-
NRC personnel tou' red the construction site to verify that the construction, systems turnover and preoperational testing activities g
f as presented by Georgia Power Company had actually been completed
(
or were in progress.
6 NRC personnel questioned Georgia Power Company personnel as to why 4
the overall reported percentage complete. jumped so sharply between i
February and April of this year.
It was explained that many systems F-were ready for turnover except for maybe one termination and when p-the termination was made the item jumped from 0% complete to 100%
i j_
complete.

Conclusion:==
h" Based on the evaluation of the foregoing data and information, 7
i discussions with Georgia Power Company personnel and actual
