The visit was requested by Mr. R. S. Hunter of AEPSC, from the 1
New York office, to further discuss the evaluation of Cook 2 construction progress and the fuel load date.
f Discussion:
Mr. Hunter opened the meeting by discussing the importance of determining a realistic fuel load date for Cook 2.
During the discussion, Mr. Hunter produced what was tenned confidential corporative documents to show the impact that Cook 2 has on AEPSC's entire power system both coal and nuclear. He further emphasized his sincerity in the need to load fuel in Cook 2 in November,1977.
If this does not occur, there would be a

potential for negative reserve in their power system.
If Unit 2 is not ready until February or March of 1978, then it would be necessary to close down Unit 1 in December for reload. Unit 1 is running at reduced power to conserve fuel for a March,1978 reload.

At this' juncture, Mr. Hunter asked if I would present n[ findings and basis for an estimated late February or early March,1978 fuel loading date.
I proceeded to go through my findings and basis.
Mr. Jones presented a new-integrated logic network incorporating j
all remaining work and their interfaces. An in-depth look had been l
taken at the preoperational testing activities. Manpower to perform-1 1
the preoperational testing activities had been analyzed and man loaded. Mr. Hunter made a connitment to provide manpower and dollars required to meet the November,1977 fuel load date.
In-depth discussion continued the remainder of the day concerning the new logic networks, systems turnover and preoperational testing activities.-
I Mr. Hunter's' bottom line was, do you think we can make the November,1977 fuel load date. My response was that I thought it was obtainable based on what had been presented, however, I still felt it was very optimistic.

Subsequent to the foregoing meeting, I met with Mr. K. Kniel, Chief, Light Water Reactors Branch No. 2. DPM and Ms. M.
M1ynczak to debrief them on the meeting and discuss the new schedule presented.
I suggested to Mr. Kniel that we monitor the new schedule on a weekly basis for the next four to six weeks since Mr. Hunter had said that they would cooperate in any way. Mr. Kniel thought this J
was a good idea.
It appears that the next four to six weeks getting to and into hot functional testing will be the key regarding whether the fuel load date will slip or not.
