DISCUSSION WITH MR. W. G. COUNSIL OF NORTHEAST NUCLEAR ENERGY COMPANY l

This is to document our discussion

  • with W. G. Counsil on May 4,1984.

Mr. Counsil was in Washington on other business and agreed to discuss with us his advisory role to TUGC0 related to the Comanche Peak projected schedule for fuel load. Mr. Counsil, as you know, is Senior Vice President of Nuclear Engineering and Operations, Northeast Nuclear Energy Company, with extensive I

experience in the construction and operation of Millstone Units 1, 2, and 3.

i Mr. Counsil visited to discuss this matter since he would be unavailable'for the scheduled May 7,1984 meeting regarding Comanche Peak schedules.

TUGCO, the applicant for Comanche Peak, asked that Mr. Counsil perform an assessnent of the construction activities of the plant, and to make any recommendations he might have for a more efficient and effective completion of construction. Accordingly, Mr. Counsil together with Mr. D. Miller of his company visited the Comanche Peak site during the first week in April 1984.

During the site visit he had discussions with utility, construction, and operations ranagement with regard to the control process, and toured the plant to obtain first hand infonnation on plant construction.

Based on the results of this effort, he advised that a September 1984 fuel load date is workable provided certain changes were made. The changes that were recomnended concerned 1) revision of the existing system of room turnover to one of system's turnover to the operations staff, and 2) to recognize and reflect the fact that only those open items needed to be functional to support fuel load need be completed by that date.
