1) Letter from J. M. Pilant to T. A. Ippolito Dated August 5, 1980 " Cooper Nuc1 car Station Single-Loop Operation"
2) Letter from J. M. Pilant to T. A. Ippolito Dated April 24, 1981 " Response to Single-Loop Operation Questions" In reference 1 the District submitted an analysis requesting revision to the Technical Specifications to allow continued operation of Cooper Nuclear Station with one recirculation loop out of service.

In reference 1 and reference 2 pro pt approval of the submittal was requested prior to startup from the May 1981 outage.

As discussed with the staff this date, the startup of CNS requires that the plant operate in excess of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> with one idle recirculation O

loop so that the SC 2 te=perature differential of Specification 3.6.A.5 can be satisfied before bringing the idle loop on line.

Therefore, it is respectfully requested that Specification 3.6.F.3 be revised as follows on an expedited basis.

The reactor shall not be operated for a period in excess of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> with one recirculation loop out of service.

This time restriction shall be extended to 7 days for a period comc:encing June 8,1981". During this 7 day period:

a) the stead'a state thermal power shall not exceed 50% of rated, b) the MCPR safety limit shall be increased.01; c) the MCPR limiting cc..dition of operation shall be increased.01 for each fuel type; d) the MAPLHCR limit shall be reduced by 0.7 for all fuel types; e) the APRM scram and rod block set-points and the rod block monitor setpoints shall be reduced by 3.5%; f) the suction valve in the idle loop is closed and electrically. isolated.until the idle loop is being prepared for return to service.
