Change to Appendix A Technical Specifications -

Single-Loop Operation Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Reference:

1) " Cooper Nuclear Station Single-Loop Operation," NEDO-24258, dated May,1980 The current Technical Specifications for Cooper Nuclear Station do not allow plant operation beyond a relatively short period of time 11 an idle recirculation loop cannot be returned to service. The capability of operating at reduced power with a single recirculation loop is highly desirable from a plant availability / outage planning standpoint in the event maintenance of a recirculation pump or other component renders one loop inoperable. For this reason Nebraska Public Power District requests that the Technical Specifications be revised as indicated in the attached pages to allow for single-loop operation.

Forty copies of the CNS Plant Specific Safety Analysis (Reference 1) to support this change are submitted.

The safety significance of this proposed change has been revierai

by the appropriate District personnel, and under 10CFR Part 170, this change has been judged to be a class III amendment. Payment in the amount of $4,000 is enclosed. NRC acceptability for this type of operation has been identified on other plant dockets.

Since one of the recirculation pump seals has commenced alarming periodically, prompt review and approval of this change is requested.
