SUBJECT:

1.BWR SINGLE-LOOP OPERATIONS 5.

Nine iicensed BWRs submitted information over two years ago requesting authorization for single-loop operations.

Most of the staff review was l,4 completed last year.

The remaining item awaited a revised General Electric submittal of their generic LOCA mod!1 for single-loop operation.

The submittal, NEDO-20566-2, Rev.1 was received in August 1978.

Shortly

{i afterwards on September 14, 1978, the Browns Ferry 1 reactor developed an urgent need to operate with only one recirculation loop. Within three j

weeks, the single-loop operation of Browns' Ferry 1 was licensed at the maximum feasible power (82%).

The action on Browns' Ferry 1 consumed a concentrated application of engineering resources, perturbed schedules

for other relatively priority items and required Noluntary" overtime.

Since the need for licensed single-loop operations can occur at any time and the next time the response may not be so quick, we are giving higher priority to approving the nine requests outstanding.

Stuart Rubin has the lead on this effort.

We would appreciate a timely completion of the AB review of these portions of NEDO-20566-2, Rev.1 concerning the mo del. <

The reasening being that the reviews for these two plants are well advanced (respensetoquestionshavebeenreceivedfremthelicensee);anditwould be inappropriate to step the reviews before they are ec=pleted. No reviews for cther pes will take place until this effert is given a higher priority by DCR.

Oyster Creek, Erewns Ferry, Big Rock Point, etc.

To avoid these e=ergency quick-turn-around reviews, it is to our advantage to ce=plete the task of W1 loep reviews for BWRs. To this end, it is suggested that ma.agement estabidsh a priority for this task to allcw the work to be ccepleted en a timely basis.
