Dear Dr. Murley:

Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction:

Isolator Cabinets / Main Ventilation, Air Conditioning and Other Miscellaneous Panels with improperly Crimped Lugs (SD-S3)

In a February 15,1984 telephoi conversation between your Mr. T. Rebelowski and our Mr. R. E. Lefebvre, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR50.55(e). The potential significant deficiency involves inadequate lug crimping in cabinets supplied by Systems Control.

On March 16, 1984, our architect-engineer, Stone & Webster Engineering Corporation, will initiate a 100% inspection and repair program for all pre-turned over panels supplied by Systems Control. NNECO will initiate a similar program for all turned over panels supplied by Systems Control by March 23, 1984. These programs will determine the corrective actions necessary to resolve this significant deficiency, as well as the completion date for its resolution.

As such, we are not able to provide you with a final report at this time.

However, we will provide you with an update on this matter before June 1,1984.
