Dear Dr. Palledino:

You may remember a testifier at your Commissioner's meeting at Harrisburg High School on re-start of TMI who, on pleading " as a Penn Stater", you loyally stated: "that will get you one-minute",

even though speakers' time had expired.

I am an intervenor in the Licensing hearings for Limerick now -

in process. The ASLB, with Judge Lawrence Brenner, at Prehearing Conference on Oct. 17-18, 1983 (Phonexville, Pa.) at (Tr 4913-16) gave an Order re Air & Water Pollution Patrol's VI-I " Welding" issue.

That order as a result of an admission by the Applicant's Aug. 10, 1983 letter (enclosed) that fraud in welding took place at Limerick (see IE Report 50-353-76-06-01) requires the Applicant (Philadelphia Electric) to make available to our group all information on safety-related welds. ',

While that was a victory for our group in finding the fraud, the permission to search thousands of safety-related weld reports, as to time, costs, etc, is so overwhelming as to actually prevent the sear-ch for other possible fraud so desperately required in the interest of public safety.

Beacuse it is physically impossible for our group to do what is vital to the public safety, I, as chairman of Air & Water Pollution Patrol ask that the NRC, whose prime duty is the safety of the public, to now take the responsibility to require the Applicant, who committed the fraud, to bear the cost and time in reviewing (with NRC inspectors) every safety-related weld whether it be easy or difficult.

As a consequence of the welding fraud and other known construction deficiencies, I ask that there be no consideration of fuel loading or low - power testing (see Oct. la, 1983 ACRS Interum Report Related to The Operating License Application For The Limerick Generating Station, Units 1 and 2 written to you). Such activity must not take place until the weld fraud problem is throughly examined to everyone's satisfact-ion. While this involves only one instance among thousands of weldin infractions, and discovery of non-qualified workers performing weldin, at Limerick, there are worse problems involving mixed and improperly 8312070227 831123 PDR ADOCK 05000352 25 G pgg

placed concrete in the drywell wall of the reactor vessel. (See 50-352-76-09 Inspection Report sent to Philadelphia Electric by Robert Carlson dated Oct. 15, 1976, in particular, 76-09-02 and 76-09-03).
