, IMPLEMENTING PROCEDURE 1.O CORPORATE RESPONSE MANAGER CALL-OUT/ ACTIVATION Purpose This procedure provides the necessary steps to call the members of the Corporate Emergency Response  !

Team and/or their alternates and have them report to the Corporate Emergency Response Center (CERC) , the affected station, or the Public News Center.

Activation ' The Station Emergency Manager has informed the j General Office Building Security Supervisor of an Alert, Site Emergency or General Emergency. The Security Supervisor has the Corporate Emergency i

Response Team call-out initiated. Team members uoon receiving this. call then proceed to* call-out . ay members of their group to report to the nearsite Emergency Operations Facility, the Corporate Emer-gency Response Center, or the Public News Center.

1.0 Immediate Assessment and Corrective Action 1.1 The Corporate Response Manager shall perform the following actions when notified of an' Alert or emer-gency condition

c. Initial the appropriate action (only one)

2.2 Temocrary Assignments 2.2.1 If the principal or alternate cannot be reached for any assigned position on the CERT another member of the team may be assigned as the principal on a temporary basis, i 2.2.2 If the Corporate Response Manager or his alternate cannot be reached on the call-out the Advisory Support Manager shall assume the duties of Corporate Response Manager until such time as the Corporate Response Manager or his alternate arrives at the CERC. The same substitution shall also apply if there is a delay in the Corporate Response Manager or his alternate arriving at the CERC.

2.2.3 It is the responsibility of General Office ,

Building Security to notify the Public News i Center Director or his alternate, the Chief l Technical Spokesman, and his alternates, the Ccrporate Response Coordinator, and her ,

alternates, and the Public Informat. ion l Director, and his alternate, that an alert or emergency has been declared.

In the event the General Office Building Security is unsuccessful in contacting. the Corporate Response Coordinatorthe or one of her responsi-alternates, it shall then be bility of the Public Information Director to initiate the call-out of Public Affairs CERT personnel.

CORPORATE RESPONSE MANAGER

! SITUATION APPRAISAL PROCEDURE '

Purpose:

This procedure provides for establishing a description of the emergency and a written record of the event. It also provides direction for the Corporate Response Manager to assist him in the first j sequence of steps to respond to the emergency.

j 1.0 Immediate Assessment i 1.1 The Corporate Response Manager shall initiate the following steps:

1. Call a CERT meeting to get description of event and determine course of action.

, 2. Establish communication with the affected sta:: ion if the EOF is not activated.

3. Have a written description of the incident prepared and make this description .

available as soon as possible to the Senior i Editorial Specialist, or his alternate.

4. Establish direct communication with the Recovery Manager at the EOF and the Station j Emergency Manager.
5. Establish the need for the Technical Support Manager and Design and Construction l Support Manager to report to the site in coordination with the Recovery Manager.
6. Direct responsible CERT members to establish communication with the NRC, vendors, and industry emergency response j organizations. l 4
7. Establish a recovery work schedule.

CPIP-2.0 Page 2-1 08-15-83 CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE 2.0 PUBLIC NEWS CENTER DIRECTOR CALL-OUT/ ACTIVATION Purpose This procedure provides the necessary steps to notify the Corporate Response Coordinator who in turn will notify members of the Public News Center Staff and/or their alternates.

Activation The General Office Building Security has notified the Corporate Emergency Response Team of an Alert, Site Emergency or General Emergency. The Public News Center Director or his alternate, and the Chief Technical Spokesman or his alternate (s) , must report to the Public News Center, One James River.

Plaza. it is the responsibility of General Office Building Security to notify the Public News ' Center l Director, and his alternate, the Corporate Response Coordinator, and her alternates, and the Public l Information Director, and his alternate, and the  ;

Chief Technical spokesman, and his alternatec, that l an Alert or emergency has been declared. Once u.,cifi- l cation by General Office Building Security has been i declared, it is the responsibility of the Corporate  :

Response Coordinator to immediately initiate the I call-out to the Public Affairs CERT members.

In the event 'the General Office Building Security is unsuccessful in contacting the Corporate Response Coordinator or one ' of her alternates, it shall then be the responsibility of the Public Infor-mation Director to initiate the call-out of . Public Affairs CERT members.

1.0 Immediate Action 1.1 The Public News Center Director shall note the time and date of the call from the General Office Building Security and the level of the Alert or Emergency that has been declared. The Public News Center Director and the Chief Technical Spokesman shall then proceed immediately to the Public News Center, One James-River Plaza.

2.0 Call-out 2.1 The Corporate Response Coordinator shall call the Public Affairs CERT members 'with the fcllowing message:

"This is . .An emergency has-been declared . at the (Surry). (North - Anna) Power Stat: on. In accordance. wit.h the Public Affairs group emergency response plan, report immediately to the Public News Center, One James River Plaza, Richmond, Virginia, or to your assigned work area.

08-15-83 l I l CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE 2.1 j SENIOR EDITORIAL SPECIALIST MEDIA CALL-OUT/ ACTIVATION I i Purpose This procedure provides the necessary steps to notify the media that an Alert or emergency has been i declared at one of the Company's nuclear power stations. Activation Once the Senior Editorial Specialist, or his alternate, has been advised by the Corporate Response l Coordinator that an Alert or emergency has been declared, he shall report directly to One James River Plaza and prepare a news release for the news media. Once the release has been written, it must have the ! approval of the Corporate Emergency Response Manager, ! or his designated alternate, or the Recovery Manager, + or his alternate. The Senior Editorial Specialist , shall also bring the approved news release to the immediate attention of the Chief Technical Spokesman once the release has been issued to the Associated l Press and United Press International. Once the l initial press release has been issued no further j press releases can be issued by the Chief Technical Spokesman without the approval of both the Corporate Emergency Response Manager, or his alternate, and the Recovery Manager, or his alternate. What Should Be Included In The Initial Press Release:

The initial press release issued by ~ the Senior Editorial Specialist should contain a brief description of events which resulted in the Alert.or emergency being declared and a notification to both
the press and the public that further information on i

the Alert or emergency can be obtained from the - Company by calling (804) 771-6725, a special emer- . gency hotline which will be manned by Public Affairs emergency personnel throughout the Alert or emer-gency. This special hotline number, ' which activates a bank of 10 telephones, will also serve as the Company's rumor control number. The initial press release shall also include the location of .the Company's Public News Center and the appropriate l Local Media Center. (See CPIP2.1, Page 26, Attach-ment 1, for Initial-Press Release.) Call-out List: The initial press release should be phoned to the following:

Purpose:

This procedure provides the Administrative Services Manager (ASM) with a sequence of events to serve as a guide in organizing his team and marshalling the required resources to perform assigned tasks. Activation: This procedure will be activated on the notification of the Administrative Services Manager, or his alternate of an Alert, Site Emergency or General Emergency. 1.0 Immediate Function 1.1 Notification The ASM shall immediately start the call out i sequence of (page 3-6) using the following message: '

Purpose:

This procedure provides each individual in the Emer- l gency Operations Facility and all individuals in each I team work area with all information which is received i from the station by the Recovery Operations Planning l Coordinator during an emergency. l Activation: This procedure will be activated upon the notifica-  : tion of an Alert, Site Emergency or General Emergency. 1.0 The message handler shall report to the Office Services Supervisor upon notification of an emergency. 2.0 All' message handlers will be advised of all duties by the Office Services Supervisor. 3.0 Upon receipt of a message, the Recovery Operations Planning Coordinator will give the message handler the message he takes down on a transparency sheet. Activation This precedure remains activated for the purpose described above, and is not dependent on the activation of the Corporate Emergency Response Plan. l

1. Routine Facilities Maintenance. Normal building services provided. Repairs and minor modifications are coordinated by the Director Administrative Services.

2. Communication Facilities. .All repairs and modifications are performed under the cognizance of the company's Telecommunications Department, and shall be coordinated by the Director Emergency Planning.
3. Publications. The CERC Reference Library is catalogued in Attachment 1. The responsibilities for maintaining the publications current are
4. Supplies and Equipment. Normal office supplies and equipment shall be furnished and maintained by the Director Administrative Services. Specialized materials shall be developed and maintained as requested by the Corporate Emergency Response Team Administrative Services Manager (ASM). Graphics support shall be furnished by the Director Nuclear Training.
5. CERC Inventory / Operability Checks. In accordance with the Corporate Emergency Response Plal Section 8.1.3, inventory and operability checks of equipment, supplies and publications are required.- Attachment 2 is a detailed check list by which to formally fulfill this. requirement. The ASM shall.' designate an appropriate team to complete Attachment 2 as required.

CPIP-3.5 Ptss 3-25 08-15-83 CORPORATE EMERGENCY RESPONSE PLAN IMPLEMENTING PROCEDURE 3.5 RISK ASSESSMENT ACTIVATION AND DUTIES Purpose This procedure provides guidelines to implement the Risk Assessment aspects of technical support. 1.0 Immediate Assessment Upon notification by and discussion with staff personnel or the Administrative Services Manager, the individual responsible for Risk Assessment shall report to the Corporate Emergency Response Center (CERP) or to the affected station, ascertain .the emergency staffing to support the pre-recovery phase of the emergency 2.0 Duties 2.1 Implement staffing to support pre-recovery activities. 2.2 Provide assistance in Risk Assessment data evaluation. 2.3 Act as a liason between Nuclear Operations and American Nuclear Insurers in coordinating communcations relative to any radiolcgical or property damage liability incidents that may have caused or resulted from emergency event. 2.4 Assist in recovery. 2.5 Remain cognizant of current Risk Assessment in each phase of emergency. These individuals will provide -

the necessary immediate scheduling / planning activities to support the pre-recovery phase of the emergency including a visual display of a chronological plant status. 2.0 Duties. , 2.1 Following the initial . assessment of the emergency classification, the required staffing levels to support the pre-recovery activities shall be determined and implemented. 2.2 The Recovery Operations Planning Coordinator shall be responsible for obtaining the status of the affected plant and maintaining a visual display of the current plant condition, as well as a chronological history-1 of the plant status during the emergency. . 2.3 The Scheduling / Planning Support Staff shall develop a schedule for comple tion . of - the recovery operations, as well as construction of temporary or permanent facilities required for the recovery phase. 2.4 The Recovery Operations Planning Coordinator shall develop- the overall schedule for the recovery. operation, identify- milestones, and monitor and i report the progress of the recovery operations. shall serve as initial tactical backup for any Response Manager, and/or alternate (s) , reporting to the CERC. Subsequently assigns or reassigns response managerial dutien, as appropriate, to assure full managerial staffing during the initial response period.

A vation The Station Emergency Manager has informed the General Office Building Security Supervisor of an Alert, Site Emergency or General Emergency. The Security Supervisor has the Corporate Emergency Response Team call-out initiated. Team members upon receiving this call then proceed to callout key members of their group to report to the nearsite Emergency Operations Facility or the Corporate Emergency Response Center, One James River Plaza, Richmond, Virginia. 1.0 Immediate Assessment and Corrective Action 1.1 The Design and Construction Support Manager shall , perform the following actions when notified of an Alert or emergency condition:

4. Provide emergency assessment information, as required, to offsite agencies as listed in the Station Emergency Plan.
5. Provide and coordinate the activities of any special assistance or services required by the station.
6. Provide a continuous update of information to the Corporate Response Manager and any recommendations, as deemed appropriate.
7. If there is a change in Emergency Class while the EOF is activated, the Recovery Manager shall direct a Vepco employee to call and inform the counties and cities within the 10 mile EPZ of any such change.

3.0 Recovery Functions 3.1 Upon a decision to enter Recovery . Operations , the Recovery Manager, or his alternate, shall:

1) Medical Director and/or alternate (System R.N. ) reports to CERC.
2) Notify MCV if radiation exposure and/or contamination involved in any injury case. Notify both MCV Hospital Superintendent and the Radiation Safety Office recording the hour of notification, name and title of person notified.

7) Maintain a log of injured patients giving name of injured employee, time and extent of injury, degree of contamination, hour of departure from Station, mode of transportation, and expected time of arrival- at MCV as well as final disposition and treatment . at ~ MOV. This information should- be completed as it becomes available.

8) Set up a desginated first-aid station convenient to the CERC with easy access from elevators. Obtain first-aid kit from Security, oxygen supply, blood pressure cuff, stethoscope, portable ECG and wheelchair from . Medical Department on 13th floor. Alert Security as to location of facility and appropriately post sign.
9) Any member of CERT who becomes ill shall be moved-from the CERC to the first-aid station as expeditiously as possible, with due consideration for that individual's health and comfort, so as to minimize any disruption of CERC functions.

CERP-TG Paga 1.0 08-15-83 VIRGINIA ELECTRIC AND POWER COMPANY CORPORATE EMERGENCY RESPONSE PLAN MAINTAINING EMERGENCY PREPAREDNESS POLICY STATEMENT It is the policy of Virginia Electric and Power Company to vigorously pursue a program of Emergency Breparedness in support of our nuclear power stations, recognizing that Emergency Preparedness begins with the selection, retention and training of Corporate Emergency Response Plan (hereinafter referred to as the CERP) members at all levels. The purpose of such a program shall be (1) to insure that only qualified individuals are selected to participate as members of the CERP Team; (2) to maintain a disciplined and experienced CERP staff so that members retain their CERP responsibilities. (The CERP may undergo semiannual revisions, and only during that revision period will personnel reassignments for members of the CERP occur. The only reassignments will be the transfer or termination of employee (s) . Employee transfers shall mean a physical relocation so that the member is unable to participate in the plan). And, (3) to educate CERP members of their responsibilities through training and exercises. The Corporate Emergency Response Team Leaders (hereinafter referred to as the CERT) shall be responsible for the following:

1. Scheduling training for members of their team with respect to the CERP and Corporate Plan Implementing Procedures (hereinafter referred to as the CPIP's).
2. To insure that all formal CERP training is properly documented.

3. To coordinate CERP training requirements through the Director- Emergency Planning.
4. To forward rhe results of training and its documentation to the Director-Emergency Planning.

It provides guidance in training the principal and alternate team leaders in the Corporate Emergency Response Plan (CERP). Training sessions may include representatives from the Security Department and Company Medical Department. 4 2.0 Testing The individual members of the CERP essentially perform job functions during an emergency that do not require unusual skills. They are largely involved in an advise, consent and support process. Individuals are NOT given a formal test upon completion of their training, however, individuals will be subject to audit by Quality Assurance representatives who will verify that individuals understand the details of their involvement; they are also subject to audit by the NRC. 2.1 Frequency Training sessions shall be . held at least every 12 mon;hs. More frequent training sessions may be held to accommodate changes to the Plan or . personnel invcived in the Plan. 2.2 Training Outline Training is to be undertaken to insure an individual is familiar with the contents of the CERP. Training will consist of formal classroom instructions and the distribution of special information and/or

addressed to the telephone directory in the CERP.

2.2.3 Duties to be Peformed ' Training will be a requirement for each key position in the CERP. The manager and/or his alternate will be responsible for the training of each team member in his section of his/her responsibilities. 1 2.2.4 Alternates and Reassignments Each principal or alternate will endeavor to keep a current status of the other. Principals and alternates shall share equal responsibility for main taining their section's training status. Training will emphasize the schedule of work hours, and the techniques of . passing relief command functions in the event of a prolonged emergency and/or recovery. 2.2.5 Telecommunications i Each member of the CERP must be familiar with the various types of telephone communications available in the CERC, EOF, PNC's, and other facilities. 2.2.6 Messages Training will provide information on the proper 4 methods of sending and receiving messages. 2.2.7 Resources Training will enable members to define- the resources that may be ' called .upon during an emergency situation. Emphasis will be placed on the need to develop a recovery plan once the emergency is ended. A guide for preparing these procedures is found in the CERP, Page 10.23, Appendix 10.4. 2.2.9 Variations Between Surry and North Anna Training will stress the differences between the two Vepco Nuclear Power Stations, such as variations in interim EOF's, media centers, and geographical considerations. 2.2.10 Federal, State and Local Government Interfaces Training w'ill emphasize the "who," "when," and "where" aspects of the interface with external communications (federal, state and local governments). Attention will be addressed to the necessity of insuring an adequate infomation flow exists from the CERC to these agencies. 2.3 Individual Section Training ' Each section's CERT Leader, or his alternate, is responsible for scheduling the training of his/her section. Training sessions must be recorded on the

Group call-out is then performed at the direction of the Principal or Alternate. 3.2 Duties to be Performed These duties will be performed by individual team members and are listed on a separate training document specifically designed for each team. 3.3 Alternates In the section or team training sessions it should be stressed by the instructor that Principals and Alternates have the same authority and responsibilities. Each member should be aware of who his Principal / Alternate is. 4 3.4 Telecommunications Each member of a team or section should be familiar with the existing communication systems, and instructed on where they will communicate from. i 3.5 Messages Each member should clearly understand the need to -record messages on the message form and to write messages out if they are responsible for sending a message. Messages should be logged-in with accuracy- , specifically: Time - Use AM & PM or 24-hr. clock notation; if the former is used assure.AM or PM is clearly defined. writing 12 midnight or 12 noon. Place - Specify the location - normally OJRP. Then list the: origination or termination of the message. A message form will be available for every member of the CERP. It should be placed by a telephone - and~ retained there when not in use. 3.6 Duration of Emergency , An emergency and subsequent recovery may last for ' an extended period of time. A ' Principal . 3.7 Personnel Assignments l Because it is sometimes difficult to perceive the exact j nature of an emergency at the time of an initial call-out, training should emphasize that staffing of the CERC can be l varied to suit the needs of the event. Personnel should not be held at the CERC unnecessarily, but may be placed on a standby status. Principals and/or Alternates shall make these decisions and receive authorization for their intended actions from the Corporate Response Manager. Personnel may be assigned to- the affected station, reporting to either the EOF or TSC; most likely { during the Recovery Phase. 3.8 Transportation Company vehicles will be available -to individuals receiving reassignments, if requested. Individuals using his/her personal transportation will be reimbursed for mileage. 3.9 Special Assignments e-Any member of the CERC may be reassigned as the need arises. The Corporate Response Manager should be informed of the need for reassignments and shall approve such changes. Individuals may be sent to the state or local county Emergency Operating Centers (EOCs) to act as liaison personnel. 3.10 General Instructions Members should be trained on the follcwing: 3.10.1 Emergency or off-hours entrance to the General Office; first basement door on the 8th Street side of the building. 3.10.2 Carry Company I.D. card-at all times. 3.10.3 With - the exception of meteorology services, the emergency response is conducted ~ from the 5th ' Floor of the General Office, OJRP, _ Richmond, Virginia. 3.10.4 Each member of the CERP should ' report to his

1. Administration - Provide the general office support functions including typing, reproduction, office supplies, and office furniture. Special items such as photography services and facility area maps are also provided by this organization.

Handle motel, airline and trailer arrangements for the staff and central processing center, and implement registration and general employee training.

Ensure that technical issues and resource commitments are resolved, and provide day to day support to the Corporate Emergency Response Team. Advisory Support does have specific staffing for an emergency, although the team members have no specific assignments. Their major function is to provide high level support of the Corporate Response Manager and are responsible for the control of any Company representative sent to the State EOC. Scope of Immediate Responsibilities: Upon Notification of an Emergency or Alert:

1. Notify the members of the Advisory Support Group of the need for assistance.
2. Provide space for representatives at the Corporate Headquarters.
3. Establish schedule of working hours.
4. Substitute for CERT Principle members, if required.
