PAGE 6 OF 33 4.0 DEFINITIONS 4.1 Nuclear Instructor Training Certification Program (NITCP)

A three-phase program providing basic, advanced, and continuing instructional skills development for instructors. A detailed description is in the NITCP Program Guide.

4.1.1 Basic Training Program (BTP)

A five day program of instruction (depending on the number of participants) designed l to provide new Nuclear Training instructors with the fundamental skills and knowledge required to begin instruction.

4.1.2 Advanced Training Program (ATP)

A program of workshops and guided self-study designed to provide instructors with the knowledge, skill, and ability to develop and demonstrate professional competencies.

4.1.3 Continuing Training Program (CTP)

5.6 Training Specialist The Training Specialist is responsible for:

5.6.1 Developing, conducting, and documenting Basic, Advanced, and Continuing Instructor training.

5.6.2 Assessing instructional skills.

REVISION 3 PAGE 9 OF 33 6.0 INSTRUCTIONS 6.1 Instructor Qualifications 6.1.1 Position Qualification The Supervisor Nuclear Training shall ensure that eachinstructor is qualified in accordance with the requirements of VPAP-2301.

6.1.2 Training Program Instructor Qualification

a. The cognizant Supervisor Nuclear Training shall ensure that the instructor, prior to initially conducting training, has: -
1. Completed the Basic Training Program (unless waived).
2. The background and previous experience to meet the requirements of Attachment I and specific program requirements.
b. The Supervisor Nuclear Training shall prepare an Instructor Qualifict. tion Record Mj for each instructor, listing the training courses or program areas forwhich the -

instructor is qualified. These certifications shall be approved by the Superintendent Nuclear Training and retained in the individual's training files.

6.1.3 Qualification Review At least annually, the Supervisor Nuclear Training shall review the Instructor Qualification Record of each instructor to ensure currency of qualification.

6.2 Professional Skills Development 6.2.1 Basic Instructor Certification Unless a waiver has been approved at the time of assignment as an instructor, instructors must complete the Basic Training Program (BTP) of the NITCP within six months of assignment.

6.2.2 Basic Training Program Waiver .

An instructor's supervisor may request, the Superintendent Nuclear Training may recommend, and the Manager Nuclear Training may approve waiver of BTP based on a case-by-case evaluation of the instructor's previous experience and education. This waiver would be documented on the Instmetor Training Certificat;on Program Basic Training Waiver Form, (Attachment 2).

6.2.3 Master Instructor Certification

a. Master Instructor Certification is obtained by the completion of the NITCP Advanced Training Program (ATP) as defined in the NITCP, Program Guide.

- b. Program requirements must be completed within twenty-four months of completion or waiver of BTP.

6.2.4 ContinuingInstructorTraining NITCP Continuing Training is designed to upgrade and update the instructional skills of Nuclear Training instructors.

b. All instructors will participate in NITCP Continuing Training upon assignment to Nuclear Training.

6.3 Maintaining Technical Expertise

' 6.3.1 Operations instructors who maintain active NRC licenses satisfy the requirements of

6.3.2 Nuclear Training supervisors shall ensure that instructors not maintaining active NRC licenses schedule at least 64 hours7.407407e-4 days <br />0.0178 hours <br />1.058201e-4 weeks <br />2.4352e-5 months <br /> annually, recommended two (2) days per quarter, for periodic in-plant participation in their areas of technical specialty.

6.3.3 All instructors are required to attend the annual continuing training sessions in their respective area with the exception of those courses they have developed or are scheduled to instruct.

6.3.4 Each instructor's supervisor shall develop, with the instructor, an annual training plan with goals for maintainir.g technical expertise, and shall monitor and document progress toward those goals.

a. Each instructor shall be observed atleast once in each applicable environment each calendar year. Each observation shall be conducted by the Superintendent Nuclear - --

Training, Supervisor Nuclear Training, or training specialists.

6.4.2 Methods

a. The observation should last at least one hour of instruction or the entire length of the training session.
b. The observer shall document specific and overall comments on one of the appropriate observation appraisal form:

. Management Observation of On-the-Job Training 6.5.3 As necessary, supervisors shall take appropriate action to correct or improve instructor performance in response to trainee or management feedback.

6'.6 Training Staff Rotation 6.6.1 The rotation of training staff with plant staff will be in accordance with the Nuclear Training Program Nuclear Standard, TRNS-2701.

6.6.2 Nuclear Training management will work with plant management to identify mutually acceptable exchanges of individuals with characteristics wholly commensurate with expected job requirements.
