REACTOR COOLANT SYSTEM PRESSURIZER LIMIIING CONDITION FOR OPERATION 3.4.4 The pressurizer shall be OPERABLE with two groups of pressurizer heaters OPERABLE with the capacity ofeach group greater than or equal to 125 kW and capable of being powered from its associated emergency bus, and a water volume of less than or equal to 1240 cubic feet.

APPLICABILITY: MODES 1,2 and 3.

ACTION:

! SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION I

\/irginia' Electric and Power Company has reviewed the requirements of 10 CFR 50.92 as they relate to the proposed changes for the North Anna Units 1 and 2 and determined that a significant hazards consideration is not involved. The proposed I changes will revise the LCO 3.4.4 to require that the pressurizer have two groups of pressurizer heaters operable with a capacity of greater than or equal to 125 kW and capable of being powered from its associated emergency bus. The Action Statement will also be revised to focus on heater operability. The following is provided to support this conclusion.

i a) Does the change involve a significant increase in the probability or consequences of an accident previously evaluated?

! The pressurizer heaters are not an initiator of any accident previously l evaluated. As a result, the probability of any accident previously evaluated is

not increased. The pressurizer heaters remain operable as assumed in the accident analysis to mitigate the consequences of any accident. Therefore, the proposed changes to clarify the operability requirements do not significantly increase the probability of occurrence or the consequences of any previously analyzed accident.

, b) Does the change create the possibility of a new or different kind of accident l from any accident previously evaluated?

l l The proposed Technical Specifications changes do not involve any physical

! alteration of the plant or changes in methods governing normal plant operation.

Operation of and the design of the pressurizer heaters and the associated power supplies are not changed by the proposed changes. The proposed changes do not impose any new or eliminate any existing requirements.

l Therefore, it is concluded that no new or different kind of accident or l malfunction from any previously evaluated has been created.

c) Does the change involve a significant reduction in a margin of safety?

The proposed Technical Specifications changes will not reduce the margin of safety since the change has no effect on any safety analyses assumptions.

l The pressurizer heaters remain operable as assumed in the safety analysis to mitigate the consequences of any accident previously analyzed. The proposed changes only clarify the operability requirements for the pressurizer heaters and associated emergency power supplies. Therefore, the proposed changes do not result in a significant reduction in a margin of safety.

2, Tech.nical Specifications does not involve a significant incruse in the probability or consequences of a previously evaluated accident, does not cieate the possibility of a new or different kind of accident and does not involve a significant reduction in a margin of safety.
