Dear Mr. Keppler:

Illinois Power (IP), in a continuing effort to improve the quality assurance program for Clinton Power Station, has revised the method of implementing the commitments made in response to the Confirmation of Action Letter dated January 27, 1982. This letter clarifies IP's position with regard to the following portion of the Confirmation of Action Letter:

" Develop a plan for increased Illinois Fawer QA and construction management involveuent in the Con tractors ' Ccastruction Management and QA/QC program includingi.., c) other action to increase assurance of IPQA and construction management awareness of adverse findings and construction activities."

The original response was provided in a letter from W. C.

Gerstner to J. G. Keppler, U-0468, dated April 21, 1982. Three (3) of the response commitments are listed below, followed by IP's revised position on each.

" Meetings are being held during the 2nd and 4th week of each month between the BA Q&TS Manager, BA Tech Services Manager, IP Executive Vice President, IP Director-QA, and the IPQA Supervisors to discuss matters of importance between the organizations and within the respective organizations."

the correction of quality concerns. . The IP Corrective Action l Program has been significantly revised and improved to assure

-that quality concerns are promptly identified, root causes determined and corrected, and concerns reported to appropriate levels of management. Further improvements include the appointment of a new Vice President responsible for Quality Assurance, Nuclear Station Engineering and Clinton Power Station Operations . The Vice President is located on-site and has daily communications with both IP and BA management at Clinton Power Station. Additionally, the Vice President conducts regular weekly meetings with_the BA Q&TS Manager and IP managers respon-sible for quality assurance, engineering, startup and operations to discuss quality related issues. The Vice President's meetings and daily interface with site management result in management awareness and evaluation of significant quality concerns and establishment of coordinated plans of corrective action.

Further, on-going quality recovery efforts include weekly meetings which are documented and reported to site management.

The IP Manager-QA and BA Q&TS Manager also conduct periodic

' meetings with senior personnel on.their staffs.

"The BA Manager of Quality and Technical Services is required to prepare and submit a written report to the IP Executive Vice President on the 2nd and 4th Monday of each month. This report.is a summary of quality-related problems encountered or pursued by the QC, QA or Technical Services group."

The BA Q&TS Manager conducts weekly staff meetings with members of his staff to discuss organizational changes, schedules, project direction, priorities, problem ' areas, and accomplishments. He also meets with the IP Vice President weekly as stated above. He submits a written report each month to the IP Vice Tresident addressing Quality Assurance, Quality Control, Technical Services and BA Project Training activities.

"An agreement has been established whereby the BA Manager ' of Q&TS will discuss with and obtain concurrence from the IP Executive.Vice President on any contemplated Q&TS personnel terminations, promotions, or transfers prior to initiation of any action."

The IP Vice President, being cognizant of site activities as the result of meetings, reports, and daily interfaces with management, can effectively-evaluate the impact of site personnel changes. The BA Manager of Q&TS will discuss with, and obtain concurrence from the IP Vice President on any contemplated Q&TS personnel terminations, promotions, or transfers prior to initia-  ;

tion of the action.

p 'Mr. James G.'Keppler Page 3 July 13, 1983 To ensure effective application of this information, meetings are held each Monday morning between the Executive Vice President and Vice President covering all aspects of quality assurance matters within the IP nuclear power program.

Additional discussions occur during meetings at various other

. times each week during the Executive Vice President's visits to the Clinton site.

These actions have resulted in a high level of management involvement-and awareness of quality concerns by IPC and BA, and have effectively replaced the bi-weekly report and meeting.

Illinois Power believes that these actions are an improvement over the previous arrangement and that the Confirmation of Action Letter continues to be adequately addressed.
