17ashington, D. C. 20555 Sirs:

Mr. McMurray, one of Suffolk County's counsel, told me this morning about the hastily convened conference call in midatternoon of May 4 from which NSC, as well as SOC and the Town of Southampton were excluded, to hear the Board's decision on the Suffolk County Motion For Revision of Schedule, dated May 2, 1983.

Not incidentally, I mailed this morning a brief response, dictated yesterday, to Suffolk County's application.

I vigorously protest the exclusion of NSC from the conference call and the absence of opportunity to present our views. This is especially important because NSC has, by choice, restricted its resources to emergency planning, an area in which it has actively participated from the outset of the licensing proceedings. The Board's action in isolating NSC from the conference call and its precipitate ruling on the County's Motion is especially ironic given the Board's insistence upon "coordina-

. tion" among the Intervenors. Given the Board's attitude towards NSC (and SOC and the Town of Southampton who were also excluded),

NSC will perforce reconsider the cooperation it has heretofore extended to the Board in this respect'.

Very truly yours, Ralph ap RS:jgb cc: Service List 8305100256 830505 PDR ADOCK 05000322 O
