Pursuant to the federal Freedom of Information Act,5 U S C S 552,I request access to and copics of the United States Geoksical Survey's independent analysis and review of Pacific, Gas & Electric's Long Term Seismic Program.

This review was authorized by the Nuclear Regulatory Commission as part of the LTSP and was forwarded to the Nuclear Regulatory Commission in draf t form in the f all of 1990. I am seeking the draft vei. ion.

I agree to pay reasonable duplication fees for the prccessing of this request in an amount not to exceed $ 100.00. However, please notify me prior to your incurring any e2penses in excess of that amount. In addition,I am requesting the waiver of all fees other than duplicating as the release of this document will contribute significantly to the public's knowledge concerning the seismic safety of the Nablo Canyon Nuclear Power Plant.

If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all segregable portions of otherwise exempt material. I,of course, i

reserve the right to appeal your decision to withhold this information or to

! deny a waivar of fees.

( l am making this request on behalf of citizens who have been waiting over two years for the release of a final report on the Long Term Seismic Program and this draft is an inteeral part of this review. As this information is of 9103210407 910126 hEL -51 PDR L l
