Evaluation Report, resolution of ACRS and NRC staff comments, and resolution of ABB-CE consistency review comments. A summary of the Amendment W revisions is enclosed with this letter, along with the i affidavit required by 10 CFR 50.30(b). The thirty-seven (37) printed  !

copies required by 10 CFR 50.4 (b) will be provided by the first week of July. Three copies of Amendment W revisions have been provided directly to Mr. T. Wambach of NRC staff.

ABB-CE has conducted a detailed review of the System 80+ Technical ,

Specifications in Chapter 16 of CESSAR-DC, including technical accuracy - ,

and consistency with other chapters. Therefore, ABB-CE hereby  ;

CESSAR-DC Amendment "W" Overview nge 1 of 2 Dutater I - Introduction and General Plant Descriotion Editorial and consistency changes were made in Sections 1.1,1.2, and 1.7. Section 1.6 was revised and Table 1.6-1 updated. Tables in Sections 1.2,13,1.7 and 1.8, and Figures 1.2-1 and 1.7-1 were updated. COL items have been consolidated in Table 1.10-1. The Chapter 1 changes are not believed to be technically significant.

Chapter 2 - Site Envelope Characteristics Editorial and consistency changes were made in Sections 2.0,2.2,23,2.5 and Appendices 2A through 2C.

Sections 2.1,2.2,23 and 2.5 were updated to consolidate COL items. Section 23 and Tables 23-2 through 23-5 were revised based on updated Control Room x/O values.

Chapter 3 - Desig,n of Structures. Components. Eautoment and Systems Changes were made to Sections 3.4,3.8, Appendix 3.8A and Table 3.2-1 in responses to ACRS comments.

Section 3.2 and Tables 3.2-1 and 3.2-2 were revised for consistency with ITAAC. Consolidation of COL items resulted in changes to Sections 3.4 through 3.11, Appendix 3.7D, Appendix 3.8A and Appendix 3.9A. Editorial and consistency changes were implemented in Sections 3.1 through 3.7,3.9,3.11; Appendices 3.7A,3.7B,3.8A, 3.8B and 3.9A; and Tables 3.2-1,3.2-2,3.9-4,3.9-13,3.9-14 and 3.9-15. Sections 3.7,3.8 and 3.9 were revised based on reviewer comments. The Safety Class of the IRWST and Holdup Volume Tank were recategorized as shown in Table 3.2-1. Figures 3.7-1,3.7-2,3.7-3 and 3.8-5 [ sheet 11] were updated.

.Chapur 4 - Peactor Consistency and editorial changes were made to Sections 4.2 through 4.5, and Tables 4.1 -1, 4.1-2, 4.4-1, 4.4-6, 4.4-8 and 4.4-9. Figures 4.2-12,43-2,43-25,43-31 and 4.4-8 were updated. These changes are not believed to be technically significant.

Dianter 5 - Reactor Coolan1 System and Connected Systems Section 5.2 and Table 5.2-2 was revised in response to an ACRS question. Changes were made to Sections 5.2 and 5.4 in response to Open Issue 5.43.2-2. Editorial and consistency changes were made to Sections 5.2, Appendix 5B and SC, and Table 5.4.13-2. Tables 5B-1,2 and SC-1,2 were deleted for consistency with the Feedwater Une 3reak analysis. Section 5.4 was updated to consolidate COL action items.

Chanter 6 - Encineered Safety Featum Section 6.2 was updated to respond to a reviewer comment, Section 6.4 was revised in response to an ACRS question, and Section 6.7 was updated to resolve DSER 016.7.2-3. Editorial and consistency changes were made in Sections 6.1, 6.2, 63, 6.5, Tables 6.2.1-1,6.2.1-6,6.2.1-23 and 6.7-2. Table 6.4-1 was updated to reflect the new control room x/O values from Section 23. Tables 6.7-1 and 6.8-1 were updated to clarify the voltage requirements for 480 VAC valves. Section 6.5.5 was added to describe the emergency containment spray backup system. Section 6.8 and Table 6.8-1 was updated for consistency with the IRWST/ Holdup Volume Tank reclassification. Figures 63.2-1A,1B and IC; 633.4-3,6.5-5,6.5-6 and 6.8-3 were updated.

Chapter 7 - Instrumentation and Control Section 7.7 was updated in respond to NRC reviewer comments. Editorial and consistency changes were inuitporated into Sections 7.1,7.2,73,7.5 and 7.7. An editorial change was made to Figure 73-13b.

Chapter 8 - Electric Power Sections 8.1 and 83 were revised in response to ACRS comments. Consistency changes were incorporated into Section 83.

Chapter 9 - Auxiliary Systems Sedions 9.1 and 9.2 were updated for consistency with ITAAC. COL items were consolidated in Sections 9.2 and 9.5. Responses to ACRS questions were ince.rpvated into Sections 93,9.4 and 9.5. Changes were also made in Section 9.5 in response to NRC reviewer comments. Editorial and consistency changes were made in Sections 9.1,9.2,9.4, and Table 9.1-1. Figures 9.1-3,93.2-1, and 93.4-1 [ sheets 1,2,3,4] were updated.

Chaoter 13 - Conduct of Operatio.us l A response to an ACRS question was incorporated into Section 13.5. Updates were made in Sections 13.1, 13.2 and 13.5 to consolidate COL items.

Chanter 14 - Initial Test Procram l

Editorial and consistency changes were made in Sectien 14.2, and in Tables 14.2-4 and 14.2-7. Sections 14.2 l and 143, and Tables 143-1,143-2,143-3,143-4 and 143-6 were updated for closure of DSER Open Items, response to NRC comments, and consistency with ITAAC.

Chapter 15 - Accident Analyses Text pages in Sections 15.0 through 15.4, 15.6, 15.7; and Tabics 15.0-3,15.2.8-2,15.2.8-3,15.2.8-4 and 15.43-1 were updated to incorporate editorial and consistency changes. Appendix 15A and Table 15A-9 was updated for consistency, to resolve control room dose factors, and to respond to NRC reviewer comments. Figures 15.2.8-17,15.43-3,15.43-5 and 15.43-12 were updated.

Chanter 16 - Technical Snecifications The Technical Specifications and the Tech Spec Bases in Appendix 16A were completely reset for consistency in style and format with that issued by the NRC in NUREG-1432 [ABB-CE Standard Tech Specs).

Chapter 17 - Ouality Assurance Section 17.1.1 [ Design Verification Process] was added in response to NRC reviewer request. Consistency changes were made in Section 173 and Table 173-4. Sections 17.1 and 17.2 were revised to incorporate consolidated COL items. Section 173 was updated in response to an ACRS question.

Chapter 18 - Ifuman Factors Encineerinn Editorial and consistency changes were incorporated in Sections 18.1,183,18.5, and 18.7 through 18.10; Tables 18.5.4-1 and 18.7.1-1; and to Figures 18.6.5-1,4,5,6,7,8,9, Figures 18.7.1-1,2, and Figures 18.7.4-3,5,10,11,12.

Chanter 19 - Probabi!Istic Risk Assessment Sections 19.2 through 19.11 and 19.15 incorporate changes identified during editorial and consistency reviews.

Consistency changes were also made in Tables 193.2-8, 19.9.4-2, 19.15-1, and various Section 19.6 tables. Page numbcrs were added and editorial changes made in Appendix 19.8A. Figures 19.12.23-1 & 2 were relabeled as Tables 19.12.23-21 & 22; Figure 19.123-1 was relabeled as Table 19.123-4 Figures 19.43-2, 3 & 4, 19.6 3.1-5 [31 sheets), 19.113.6-1,19.113,3-1 and 19.11G-1 were updated.
