the Significant' Hazards Evaluation, and the Proposed Technical Specification Change. The proposed change will become offcctivo for Union Electric impicmontation upon-NRC approval.-

Attachment 1 SAFETY EVALUATION This amendment request revises technical specification section 6.5.1.2 to dolote specific title designations from the Onsite Review Committoc membership. The change allows more ficxibility in appointment of ORC members and also climinatos the need for amendment requests based solely on titic changes. The requirements for quorum, for representation by management, and for specified arcas of expertisc remain unchanged. This request is also consistent with the NRC stated policy and the industry effort to simplify and improve the Technical Specifications.

1. "'his change does not significantly increase the probability or consequences of an accident previously evaluated.- It is administrati.vc in nature only. The requiromcats on ORC composition for quorum, for representation be miinagement, and for specified arcas of expertisc remain unchanged.
2. This change'does not create the possibility of a new or different kind of accident from any accident previously evaluated. Again the change is administrative only. The requirements on ORC composition for quorum, for representation by management, and for specified arcas of expertisc remain unchanged.
3. .This chango does not involve a reduction in the required margin of safety. It is administrative in nature only. The requirements on ORC composition for quorum, for representation by management, and for specified areas of exportisc remain unchanged.

Since the change is administrative in nature, it does not impact the Callaway Plant operation in a hanner that involves a_ reduction in plant safety. This request does not

1. This chango does not involvo a significant increase in the probability or consequences of an accident previously evaluated. This change is administrative in nature only.

- The change merely generalizcs the requirements for ORC composition to allow generic based membership appointments rather appointments of specific titic. The quality of representation remains unaltered.

2. This change does not create the possibility of a new or'different kind of accident from any_ accident previously evaluated. This change is administrative in nature only.

The proposed languago does not alter the requirements for

. ORC membership, does not alter the quorum, or the 1cyc1 of representation.

3. This change does not involve a significant reduction in a margin of safety. It is an administrative change only, that reduces the need for amendment requests based solely on title changes, but preserves all the requirements for ORC composition.

Based on the above discussion, the amendment request does not involve a significant increase in the probability or consequences of an accident previously evaluated;-nor create the possibility of a new or different kind of accident from any accident previously evaluated; or-different' kind of accident from any accident previously evaluated; nor involve a reduction in the required margin of safety. Tho requested amendment does not present a significant hazard.
