C. 20555-0001 Gentlemen: ULNRC-3325 CALLAWAY PLANT DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATION 5.3.1 - FUEL ASSEMBLIES Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for Callaway Plant. This application proposes to change Technical Specification 5.3.1 to allow the use of an alternate zirconium based fuel cladding material.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request. Attachments 1 through 5 provide i the Technical Specification changes, Safety Evaluation, I Significant Hazards Evaluation, and Environmental Consideration, respectively. We have concluded that this amendment application does not involve an unreviewed safety question as defined in 10CFR50.59, nor a significant hazard consideration as determined per 10CFR50.92.
