" Methodology Used to Develop Cold Overpressure Mitigating System Setpoints and RCS Heatup and down s Limit Curves" Union Electric Company herewith transmits an application for amendment to-Facility Operating License Number NPF-30 for the Callaway Plant. This amendment application requests modification of the plant heatup and cooldown curves and the maximum allowable power operated relief valve setpoint curve for cold overpressure protection, as found in Technical Specification Figures 3.4-2, 3.4-3, and 3.4-4.

In Reference 1, we requested an exemption from the requirements of 10 CFR 50.60, " Acceptance Criteria i for Fracture Prevention for Lightwater Nuclear Power Reactors for Normal Operation". This request for I exemption was made in order to apply the guidance of American Society of Mechanical Engineers Code Case N- k([.)\ ,f 514, " Low Temperature Overpressure Protection", in lieu of those specified by 10 CFR 50, Appendix G. Code Case N-514 was used in developing Figure 3.4-4 per the methodology of Reference 2.

10 CFR 50, Appendix H requires submittal of the capsule withdrawal summary report within one year of the capsule withdrawal. This requirement is satisfied l by the submittal of Attachment 5. This section of CFR also requires the submittal of revised Technical Specifications, if changes are required. This letter satisfies that requirement as the Technical Specification changes are contained herein as Attachment 1.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and aoproved the amendment request. Attachments 1 through provide the Callaway current and standard Technical Specification changes, Significant Hazards Evaluation, and Environmental Consideration, respectively. We have concluded that this amendment request does not involve a significant hazard consideration as determined per 10 CFR 50.92. Pursuant to 10 CFR 51.22 (b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

l Review and approval of this amendment application is requested by March 1, 1998 to support the Callaway Plant Reload 9 outage schedule. We request 30 days from the date of issuance to implement this amendment.
