CALLAWAY PLANT DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATIONS 3.9.4 - CONTAINMENT BUILDING PENETRATIONS

, Union Electric Company herewith transmits an

! application for amendment to Facility Operating License Number NPF-30 to revise Technical Specification 3.9.4,

" Containment Building Penetrations," and its associated Bases section to allow the containment personnel airlock doors to be open during core alterations and movement of irradiated fuel in containment. In addition, Technical Specification Surveillance Requirement 4.9.4 would be revised to specify that each containment penetration should be in its " required condition" instead of a " closed / isolated condition."

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request. Attachments 1 through 5 provide the Technical Specification changes, Safety Evaluation, Significant Hazards Evaluation, and Environmental Consideration, respectively. We have concluded that this amendment application does not involve an unreviewed safety question as defined in 10CFR50.59, nor a significant hazard consideration as determined per 10CFR50.92.

This license amendment request is submitted in parallel with three other similar license amendment requests from Pacific Gas and Electric Company, Texas Utilities Electric and Wolf Creek Nuclear Operating Corporation. The license amendment requests are I
