C. 20555-0001 Gentlemen: ULNRC-3356 CALLAWAY PLANT DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATION 3/4.3 - INSTRUMENTATION Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for Callaway Plant. This application proposes to change Technical Specification 3/4.3,

" Instrumentation" by adding the Main Steam and Feedwater Isolation System (MSFIS) actuation logic and relays to Functional Units 4.b and 5.a of Tables 3.3-3, 3.3-4, and 4.3-2. Table 3.3-3 is further revised by the addition of Action Statements 27a and 34a, which provide guidance in the event of an inoperable MSFIS channel or train. These proposed changes are the result of a modification that will replace existing digital portions of the MSFIS with digital processor equipment.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request. Attachments 1 through 5 provide the Technical Specification changes, Safety Evaluation, Significant Hazards Evaluation, and Environmental Consideration, respectively. We have concluded that there is no significant hazard consideration as determined per 10CFR50.92. Pursuant to 10CFR51.22 (b) , no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
