DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATION

Reference:

ULNRC-2450 dated July 30, 1991 Union Electric Company herewith transmits an application for-amendment to Facility Operating License Number NPF-30 for the Callaway Plant.

This amendment-

involves a revision to Technical Specifications 3.7.1.1 i

(Tables 3.7-1 and 3.7-2). Tables 2.2-1 and 3.3-2, and Bases 3/4.7.

t Table 3.7-1 is revised to limit the maximum i

allowable power levels with inoperable main steam line safety valves.

j Table 3.7-2 is revised to~specify that the lift setting toleranceLfor the main steam'line safety valves is

+3/-1% as-found and 1% as-left.

3 Tables 2.2-1 and 3.3-2 are revised by reducing l

the sensor error and the response time for the pressurizer pressure-high trip.

Revising _these items in this manner provides. margin to relax the setpoint tolerance for the, j

main; steam line safety. valves-1 Bases 3/4.7.1'is revised as'a result ~of_the plant uprating and switch to V5 fuel.

Therefore, this' letter j

1 updates 1and supersedes the changes.previously submitted by

_j letter dated July 30, 1991.(ULNRC-24 50).

This Bases section is further-revised to incorporate the methodology j

used to determine the maximum allowable power level with inoperable' main steam line safety valves.

ULNRC-3069 Page 2 The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved this amendment application.

Attachments 1 through 5 provide the Technical Specification changes, Safety Evaluation, Significant Hazards Evaluation, and Environmental Consideration, respectively.

We have-concluded that this amendment application does not involve an unreviewed safety question as defined in 10CFR50.59, nor a significant hazard consideration as determined per 10CFR50.92.
