Reference:
Letter to K. R. Wichman from J. H. Taylor, dated March 26, 1996 Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for Callaway Plant.
This application proposes to change Technical Specification 3/4.4,
" Reactor Coolant System" and associated Bases to l
address the installation of electrosleeves in the Callaway Plant steam generators.
]
Framatome Technologies Inc. has determined that information associated with the installation process for electrosleeves is proprietary.
The installation process for Callaway Plant is described in Topical Report BAW-10219P, Rev. 1 "Electrosleeving Qualification for PWR Recirculating Steam Generator Tube Repair," dated March 1996, which was transmitted to NRC by the referenced letter.
That letter references the original proprietary affidavit provided by Framatome for this process.
The ASME Code does not address the use of electrochemical material deposition for steam generator l
tube repair.
However, a special ASME task group was j
formed to develop a Code Case for this process, and L
Code Case developement is ongoing.

l The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request.
Attachments 1 through 5 provide the Technical Specification changes, Safety l
Evaluation, _Significant Hazards Evaluation, and Environmental Consideration, respectively.
We have concluded that this amendment request does not involve an unreviewed safety question as defined in 10CFR50.59, l
nor a significant hazard consideration as determined i
per 10CFR50.92.
Pursuant to 10CFR51.22 (b), no l
environmental impact statement or environmental l
assessment need be prepared in connection with the issuance of this amendment.
i It is requested that this amendment be approved by August 1, 1996, to be effective on the date of issuance and to be implemented within 30 days of the date of issuance.
