. cOHCERNING_SEENT FUEL POOL STORAGE Union Electric Company herewith transmits an application for Amendment to Facility Operating License No. NPF-30 for_the Callaway Plant.

This amendment request is in support of reload design activities for Callaway Refuel 8, scheduled for Fall 1996. This mmendment request proposes to modify Technical Specification section 5.3.1 to reflect a change in the maximum initial. enrichment to 5.0 w/o U-235 for i reload fuel, subject to the IFBA requirements in the same l Technical Specification section. TS 5.3.1 is also J changed to increase the maximum fuel enrichment not requiring integral fuel burnable absorbers (IFBAs) from 3.85 to 4.10 w/o U-235.

This request also changes the maximum reference  !

K. from 1.455 to 1.480 for storage in Region 1 of the ,

Spent Fuel Pool. Technical Specification Figure 3.9-1 is i also to be revised to reflect a maximum initial  !

enrichment of 5.0 w/o for storage in Region 2. The  !

Region 2 analysis was previous]y submitted and was i approved by the NRC via Amendment 82 to Facility Operating License NPF-30, dated July 7, 1993.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved this amendment request. Attachments 1 through 5 1 provide the marked up Technical Specification pages, !I s e

Union Electric must finalize the Reload 8 fuel design on February 1, 1996. We therefore enlist NRC's support to schedule review of this proposed amendment so that questions are resolved and approval is achieved prior to this date.
