j]l June 23, 1995 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Mail Station P1-137 Washington, DC 20555 Gentlemen: ULtaC-03230 CALLAWAY PLANT DOCKET NUMBER 50-483 REVISION TO TECHNICAL SPECIFICATIONS 4.1.1.1.1, 4.1.1.2, 3/4.1.3.1, 4.4.3.2, 4.4.6.2.2.b, 4.6.2.1.d, 4.6.4.2, and Table 4.3-3, Line Item Technical Specifications Imorovements Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant. This amendment application requests a revision to Technical Specifications 4.1.3.1.2, 4.4.3.2, 4.4.6.2.2.b, 4.6.2.1.d, 4.6.4.2, and Table-4.3-3. These changes implement recommendations of NRC Generic Letter 93-05, Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation. This amendment application also requests revisions to Technical Specifications 4.1.1.1.1, 4.1.1.2, 3/4.1.3.1 and associated Bases to implement a portion of the Standard Technical Specifications - Westinghouse Plants, NUREG-1431.

Union Electric requests that this be considered a Cost Beneficial Licensing Action. The changes proposed herein have no adverse impact on safety and are based on two documents accepted by the NRC: GL 93-05 and NUREG-1431. These changes are estimated to provide a savings of $450,000 in operating and maintenance costs over the remaining life of Callaway Plant.

The proposed changes per NUREG-1431 are shown on markups of Technical Specifications pages 3/4 1-1, 3/4 1-3, 3/4 1-14, 3/4 1-15, and B 3/4 1-4. These pages refluct changes proposed by the Union Electric requests for Technical Specification Relocation submitted
