Task 3. PRA Review Planning ,

SAI submits the following preliminary plan for review of the Clinch River PRA effort which will be finalized after review by the NRC and ,

the applicant. The plan includes.

o a plan for accomplishing an interactive review as the PRA develops; .

o a plan for review of the final report; and o a mechanism for direct contact between SAI and the PRA analysts of the applicant.

Interactive Review Process The interactive process is based on a monthly review meeting between the applicant, the NRC staff and SAI reviewers, and is compatible

with the two-stage review process at regularly scheduled progress meetings as proposed by the applicant at the PRA presentation of 21 April 1981 in Bethesda. The process would proceed as follows:

1.
  • Specific topics to be covered at each meeting would be published at the outset of the review as part of the applicant's PRA plan.
2. 0ne week prior to progress meeting applicant submits to NRC and the reviewer (SAI) documentation of the prelimi-nary information to be presented at the meeting.

Suggested documentation fonnat follows.

- Document should include a stapled or bound set of copies of all briefing slides, accompanied by introductory material as appropriate. .

- A single facing page for each slide should be bound

A very brief (one sentence) statement-of the point being illustrated by the slide.

A short (approximately 1 paragraph at.most) ,

statement of the major assumptions, conditions, caveats, etc. Bulletize if appro-priate.

A short narrative setting forth comments or observations necessary to understanding by the ,

reader.

3. At the monthly progress meeting during and following the detailed technical stage of the presentation (see appli-cant's PRA briefing of April 21), the SAI reviewers obtain needed supplemental information and clarification from the applicant of the previously submitted written summary. Also'at this sta.se, applicant comments and .

questions of SAI's written review (see 4, below) of the applicant's presentation of the previous progress review meeting are answered by SAI.

4. Three weeks following the meeting SAI submits to the NRC and the applicant a written critique of the written summary and verbal information present'ed at the meeting.

Review of Final PRA The schedule for the review of the final PRA will be deferred until a later date. With an effective interactive review, the final PRA review can be relatively short. Suggested format for final review is as '

1. Critique of the effectiveness with which the final PRA addresses the concerns expressed during the interactive review, along with suggestions for needed improvement.
2. Critique and suggestions regarding how well the PRA addresses its stated objectives (see applicant's ,

pr'esentation of 21 April).

3. Critique and suggestions regarding overall coherence and utility of the final report.

Mechanism for Direct Interaction With Reviewers and PRA Analysts It is likely that some additional interaction between SAI and the PRA analysts beyond that afforded by the regular progress meeting will be required. It is suggested that approximately one day per month at the applicant's (PRA analyst's) facility be made available for such interaction, to be invoked only when required and with at least a weeks notification along with NRC approval for such a meeting. SAI recognizes the time burde'n placed on the applicant by such additional interaction and, therefore, would not use such access without good reason and without the mutual agreement of the applicant that such interactions were effective.
