Dear Mr. Palladino:

The Clinch River Breeder Reactor is important to us all. It is not a

" Baker project" or an "0ak Ridge project" it is an archetypal necessity.

From a cost standpoint I support the proposed site preparation. This preparation can run parallel to other studies being perfo T.ed. Ar.y site prc-paration makes good economic sense on a project that has received so much criti-cism concerning spending. Any further delay on site preparation, mandatory public hearings and an overall timely approach towards licensing and funding will be a true waste of time and money.

Thank you for your consideration in this very important matter.

Sincerely, f

Dear Dr. Palladino:

As a concerned citizen, I support the timely completion of the LMFBR base technology and subsequent development programs.

The utility industry reaffirmed its support in a November meeting of the Breeder Reactor Corporation by releasing 22 million dollars for the project. support.

The proposed accelerated site preparation will save approximately 30 million dollars per year for the U. S. taxpayer and I request your support oc. this issue.

Dear Mr. Palladino:

We understand the pros and cons concerning the Clinch River project but would like you to recognize that forward thinking in future energy sources is a distinct necessity for the welfare of our country. Clinch River is truly a worthwhile development proj ect of evolving energy gen-eration.

The Government too, has to invest in the future just as all business, large and small. We are a small business but allocate a significant amount of our resources for technology which won't pay off for many years. This is how we stay in business . The Government should certainly risk this too.

As you know, several other countries are proceeding very successfully with the breeder.

Having been in the power industry for 31 years we know that this tech-nology should be explored and strongly recommend that the NRC proceed with at least the site preparation.

Very truly yours, NORMAN BRAGAR COMPANY, INC.

Mr. Nunzio J. Palladino, Chairman Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Palladino:

This letter is to go on record as supporting early site preparation authorization for the Clinch River Breeder Reactor Project.

Although this project has had continuing support from Congress over many years, we are very concerned with the delays that have caused its schedule to slip so drastically.

We operate the Kewaunee Nuclear Power Plant within our corporation and believe that the demonstration of the Breeder Technology in the LMFBR is important to assuring fuel supplies beyond the year 2000.

Having a demonstrated technology in LMFBR available will most certainly be essential to supplying power in the early years of the next century. Although fusion will some day play a role in our supplying customers' electrical needs at some point in time, it is not possible to meet the earlier schedule that could be met were the early site preparation authorization given to the Clinch River Breeder Reactor Project.

J truly yours, Paul D. Z er Presiden nd Chief Executive Officer js
