Dear Dr. Palladino:

This letter is to express my strong support for approval of accelerated site preparation for the Clinch River Breeder Reactor Project. It is in the national interest,I believe, that the Nuclear Regulatory Commission allow early site preparation at the Clinch River Project to proceed in parallel with safety and environmental hearings.

We must look beyond our current conditions which may change drastically in this decade. The development and deployment of breeder reactor technology is still a necessary and logical step in utilizirg *.he full potential of nuclear fission energy for electricity production. Construction and operation of the Clinch River Plant will provide a broad base of practical, " hands-on" experience required prior to commercial application of the liquid metal fast breeder concept. While breeder reactor technology may not be needed to meet short-tern energy needs, it is critical that we proceed expeditiously with its development and demonstration so that it vill be commercially available when needed in the future.

Approval of an accelerated schedule for the Clinch River Project to l allow site preparation to begin would be an important step towards the i successful, timely completion of the project. The current unstable situation l

in the Middle East underscores the national priority that should be given I to all reasonable options that contribute to energy security. I, therefore,

( urge your support for an accelerated schedule for the Clinch River Project.
