THE DELAWARE VALLEY.

Intervenor Romano takes exception to NRC's Staff's 7/27/82 re-sponse to F0E of the Delaware Valley re fear and psycological stress caused by the sight of the reactor plume and alarm about possible radiation exposure as defined by the May 14, 1982 decision by the United States Court of Appeals for the District of Columbia Circuit concerning the NRC's consideration of psycological health effects based on the renewed operation of TMI-1.

The Commissioners' denial conclusion, amon states there must be " post-traumatic anxieties"g other reasons,and that the post-traumatic anxieties "must have been caused by fears of re-curring catastrophe"." Further the F0E contention is denied on support that such post-traumatic anxieties can only apply to the Three Mile Island accident areas.

Intervenor AWPP (Romano) requests consideration that post-trau-matic anxiety as a result of the TMI accident is generic. Interven-or further states that the Commission and the Court, to consider psycological stress as a geographic phenonema acted capreciously with discrimination. Pennsylvanians were ready to flee for their lives...not only those of the TMI area. Such geographical limitae-tion makes a mockery of any and all attempts for safety prepara '

tions for any occupational hazzard or social need.

The inhuman, unrealistic, and biased ruling is better felt when you consider that the Atomic Energy Act and the " post-trauma-tic" anxiety principle requires citizens of the United States to first accept being forced (without recourse to law) to risk their health, welfare, and lives...before they ca'n protest and use their natural right of self-preservation.

Unbelievably, such a ruling in this democratic United States of America now forcibly requires men, women and children to,in eff-ect, subject themselves to a game of nuclear Russian Roulette.

free Americans argue post-traumatic anxiety".

Because they could be killed on the first press of the nuclear gun to their heads, to require that they can protest fear for their lives only after the trigger has been pulled once, and they did not die, suggests savage ritualistic sham of personal freedom and what America stands for.

Such a ruling would be sufficient justification in the most undemo'cratic society for a public uprising against it. Such a ruling is not at all made for the security or protection of the lives of Americans. It tramples justice to favor a profit-making, unneeded process that has already failed...and thereby endangered me, my family, and members of AWPP, and millions of Americans who now, as a result of that failure, do have post-traumatic anxieties v Q b
