Os ad-vice from the NRC Director of Docketing we are amending our leStEr in accordan'ce with the instructions on page 52875 F.R. under the requirements of 10 CFR 2 714 PARTICULARITY.

We are partiolarly interested as an intervenor in the matter of an extention of 96 days in the requird deadline for testing certain instru-mentation lines which are vital to the safe operation and shutdown of the Limerick auclear unit no 1.

We have been studying the Limerick plant for more than six years and have been raising safety contentions for over four years. We have appeals on safety deficiencies' awaiting decisions before the NRC and the 3rd Circuit

's Court of. Appeals. Our study has revealed that the plant is not safe to operate J

and must be shut down until it o a be made safe. Granting of the present added s

exemption from essential tests adds a further risk to safe operation. We have a personal interest in the safety of F0E members living close to the plant and the safety of our fastily and frien de in case of a muolear accident at Limerick.

I would be exposed myself because of regular visits to the perimeter of the plant.

In case of an accident and radioactive emissions my life could be threatened.

1. Specifically under Sect. 2 714 we are entitled,following provisions of NEPA and AEA to protect our health and safety and vital intereste, by petition-ing for a hearing on threats to those interests and to be accepted as an inter-venor in the he ring process.

to many other unsafe aspects of the plant itself and its operation could force my wife and me to sell our property and seek employaset and a place to live outside the PEco area with accompanyerig financial and social loss. If we stay where we are we will also be hit with successsive rate hikes like the present 28% one 1

3. The granting of PEco's requested amendment could immediately expose us to the conseque' sees of the loss of the pipes and the resulting loss of ability to control the nuclear process and shut down the plant.The ultimate consequence is a meltdown at the plant. The details are further specified in our letter of 1/30/86, including the aspects of pipe whip and impingement cited tu the Torrey Pines study of Nov.1984.
