On 9/7/84 LB refused to stay its decision.

To ayyealed this decision andaffidavitsof9/21/84,a9/24/84to the Ayyeal Board.

The Ayyeal Heard's Order of 9/28/84 extended our time of appeal te 15 days from the date of LB's order disposing of our 9/1, motion.

That LB Order was served ~o~n~ 10/9/84 and' we are new ayyealing within the 15 days of servise as spesified by the Be 14.

a Ant'aony/F0E hereby appeals the 'desision,LBP 31 en our Centen:tionsi 7-3a & 3b and the authorizing of a lisense to PECe for low yewer testing, and mise we appetl LB's Order, ' served 10/9, denying our Motion of 9/1/84 Te aise petition the Board te stay the authorization of a low yewer lisense for PEce. We support this petition under 10CFR See.2 778 (e) as follows.

1.The reacter building is not able to withstand everpressures from yestulated external explosiens. The nuclear fuel was not broug'at to the plant in accord-anse with NRC regulations,and AEA and NEPA.1. decision en this is pending in the U.S. Third Circuit Court (sur ayyeal f 84-3407). 2.If Limerisk is eyerated, an inexorable prosess will start which will threaten my sefety, increase electrie rates,1byair regional seensky,and force me to move from the area. 3. A stay, seuld delay PECo's testing,but 4. public health and safety,the lesal economy,
