which PECO " requests changes to the Limerick Technical Specificat-ions regarding reports of iodine spikes (etc.]".

Air and Water Pollution Patrol (Romano) petitions for a hear-ing and leave to intervene opposing this amendment. The bases for our intervention as required by 10CFR 2.714 is in part:

(A) As provided by the Act, AWPP has indicated its concerns re our personal health and property owned 10 miles from the Limerick nuclear plant with possible health and financial loss, including threat to the public. AWPP (Romano) is an intervenor in this licensing process.

(B) AWPP litigated the 76-06-01-broomstick affair where-in PECO falsified records and gave false informat-ion to the NRC regarding re-inspection it did not

-perform as reported.* PECO's record, therefore, does not merit an ammendment that would permit re-lease of radioactive energy releases which could result in injury and possible death to members of my family, members of AWPP and the public. The Chernobyl accident answers the unanswered questions re deadly effects of iodine releases causi'e; deaths and ilhess of Soviet c>itizens with danger spread continent wide...not just 10 miles.

AWPP (Romano) response to PECO's Application for Amendment of Facility Operating License NPF-39 continued:

(C) This ammendment seeks to decrease the safety guid-lines in the NRC regulations at a time when the lethal effect of an accident on me, my family, my property and the public have been demonstrated to -

be more severe than previously thought by the NRC, AWPP (Romano) also chaL3enges PECO basing the ammendment on more efficient capture of raidoactive iodine rather than less production of lethal I-131. Inasmuch as the same amount, or un-controlled amounts can be formed, the ammendment should be de-nied pending a hearing in which reports on actual independent tests by a facility unconnected with the Nuclear industry proves the higher degree of efficiency which PECO did not state in its Application for the Ammendment.
